1. That, By Affecta Resolution No. 2919 Dated October 21, 2025, The Call For Public Bidding Was Established For The Contracting Of The Printing, Copying And Comprehensive Copying Center Service (Portal Request No. 997118). 2. That Said Process Was Published In The Public Procurement And Contracting Information System Under Id 5178-39-Lr25, Verifying The Presentation Of Three Offers. 3. That, After Evacuating The Report Of The Evaluation Commission, It Was Determined To Declare The Inadmissibility Of All The Offers Presented, And To Consider The Aforementioned Tender Void, Which Was Sanctioned By Exempt Resolution No. 199, Of April 30, 2026, Of This Origin. 4. That, Given The Above, And The Need For The Service Subsisting, It Is Appropriate To Call A Private Bidding Process, In Accordance With The Provisions Of Article 69 Of The D.S. N°661, Of 2024, Of The Ministry Of Finance, Because All Offers In The Public Tender Were Declared Inadmissible. 5. That, The Comptroller General Of The Republic Has Repeatedly Indicated That, In The Event That A Public Tender Is Declared Void Due To The Inadmissibility Of The Offers, The Authority Is Authorized To Resort To The Private Tender Modality, As Long As The Conditions That Justified The Original Process Are Maintained And The Current Regulations Are Respected, A Criterion Contained, Among Others, In Opinions No. E25214 Of 2021, No. E36259 Of 2022 And N°E14706 Of 2023. 6. That, Likewise, Administrative Jurisprudence Has Specified That The Use Of The Same Bidding Bases Is Appropriate To The Extent That The Conditions Of The Process Are Not Substantially Altered, Safeguarding The Principles Of Equality Of Bidders And Strict Adherence To The Bases. 7. That, By Affecta Resolution No. 1301, Dated May 6, 2026, A New Private Bidding Procedure Was Established Aimed At Providing The Definitive Contracting Of The Service, Which Was Sent To The Comptrollers Office Of The University Of Chile For Legality Control And Subsequent Sending To The Comptroller Generals Office Of The Republic For Approval. In Reviewing This Administrative Act, Said Control Body, Through Official Letter No. Of110642/2026, Dated June 10, 2026, Stated That The Aforementioned Administrative Act Is Exempt From The Decision Process, In Accordance With The Current Regulations On Exemptions Applicable To The Matter. 8. That There Is Budgetary Availability For Contracting, As Stated In The Certificate Issued By The Economic And Institutional Management Director.
