The Objective Of This Public Proposal Is The Purchase Of A Professional Midwife And Tens Service To Respond To The Care Of The Gynecological-Obstetric Pavilion Service Of The Womens Responsibility Center, Whose Purpose Is To Guarantee The Continuity Of The Benefits, And Activities Of These Service Providers, Ensuring The Delivery Of Safe, Quality And Timely Care In The Care Of The Users And Their Families In The Gynecological-Obstetric Pavilion Service; Thus Contributing To The Reduction Of The Ges And Non-Ges Surgical Waiting List Corresponding To The Specialties Of The Womens Responsibility Center. In Turn, This Contract Seeks To Strengthen The Surgical Process Through The Optimization Of Production And Occupation Of The Gynecological-Obstetrics Pavilions. In This Context, It Is Necessary To Point Out That, With The Institutional Resources Currently Available, It Is Not Possible To Adequately Resolve This Need. This Is Due To The Fact That The Demand For Care Has Increased And The Portfolio Of Benefits Has Expanded Over Time, Incorporating The Programmed Surgical Resolution Of Onco-Gynecological And Breast Pathologies In Women. Added To The Above Are New Demands And Standards In Relation To The Control And Management Of The Surgical Process, The Reduction Of Ges Or Non-Ges Waiting Lists, And Compliance With The Law On Patients Rights And Duties, Which Increases The Workload And Complexity Of The Service, Exceeding The Capacity Of The Current Staff. That Said, This Contract Aims To Comply With Current Regulations And Institutional Guidelines, Ensuring The Continuity, Quality And Safety Of Care. Likewise, It Seeks To Prevent Possible Lack Of Service That Could Affect Users And Their Families. The Service Will Be Carried Out In The Hospital Premises, In The Best Possible Conditions For Both Parties, As Detailed In These Administrative Bases And Technical Bases, And According To Quantities Defined In Annex No. 1. The Respective Contract Will Be Subject To The Provisions Of Decree With Force Of Law No. 36, Of July 10, 1980 Of The Ministry Of Health And Its Modifications Introduced By Law No. 18,417, Only With Respect To The Health Providers Who Exercise The Actions. Of Health That They Are Responsible For Executing. In This Sense, The Health Actions Provider Will Be Obliged To Provide On Behalf Of And In The Name Of The Hospital, And Through Delegation, In Accordance With The Requirements Of Inc. 1 Of Art. 2 Of Dfl 3680 To The Beneficiaries Of The Health Benefits Regime Of Law No. 18,469, The Actions Of Prevention, Promotion, Recovery, Protection Or Health Rehabilitation That Are Tendered By This Act.
