Request for proposals for Fleet Management System for E-Mobility Project in Bali, Indonesia IMPORTANT NOTE: The bidders must hold legal authorization to conduct business in its country of registration and, if awarded the contract, shall ensure compliance with all applicable Indonesian laws and regulations, including obtaining any necessary permits, licenses, or local partnerships required to implement the tasks in Indonesia. PROJECT BACKGROUND: With the support from the Ministry of Climate, Energy and Environment of the Republic of Korea (MCEE ROK), GGGI assists the Government of Indonesia (GoI), specifically the Bali Provincial Government, in transitioning to more sustainable transportation through electric vehicle (EV) implementation. Bali Province (the province) has a planning document, namely the Sustainable Urban Mobility Plan (SUMP) for the Sarbagita Metropolitan, that provides comprehensive direction for a shift to a more sustainable transportation system. Additionally, a Regional Action Plan for EV implementation for the entire island has recently been published, covering the technical, institutional, and financial aspects of the transition. Under the guidance of GGGI, this Project will require close coordination with ministries at the national level, e.g. Ministry of National Development Planning (Bappenas), Ministry of Transportation (MOT), Ministry of Energy and Mineral Resources (MEMR), and Ministry of Finance (MoF) as well as the provincial level of the Bali Government. In supporting the targets stated in these documents, GGGI is providing technical assistance to the GoI and the Province through the project Piloting Electric Vehicle Systems and Developing a Green Transportation Investment Roadmap for Bali, Indonesia (the Project). The Project covers aspects of planning, investment mobilization, and capacity building to realize an inclusive EV system in the province, which also includes piloting e-buses and chargers. This project will align with existing government roadmaps focusing on EV systems and consists of three outcomes, including the implementation of a coherent and sustainable EV roadmap, increased investment opportunities and commitments to accelerate the use of EV, and strengthened human resource capacity and institutional framework involving public and private stakeholders. GGGI and the GoI are currently in the process of deploying e-buses and chargers in Bali Province. Following the asset transfer process from the GoI to the Bali Provincial Government, these 11 e-buses and 12 chargers (6 physical chargers with dual dispenser each) will be managed by the Bali Provincial Transportation Agency, specifically by the Trans Bali/ Trans Sarbagita Regional Technical Implementation Unit (UPTD). These e-buses and chargers are expected to be operational by the end of 2026, running through the chosen corridor for e-bus deployment, namely Trans Sarbagita Corridor 1 (TS1): GOR Ngurah Rai Garuda Wisnu Kencana (GWK). Aside from the e-buses, the chargers will be located at two main sites. Three chargers, each featuring 2 outlets, will be situated at the at the Bali Provincial Transportation Agency office, which will also become the location for the e-bus depot. This depot will serve as a bus parking area as well as overnight charging facility. Additional 3 chargers of same type will be placed in GOR Ngurah Rai), which will also serve as the initial bus stop for Trans Sarbagita Corridor 1. This tender aims to: 1) develop a fleet management system for flawless and efficient fleet, charger, and passenger management for the 11 e-buses and 12 chargers, 2) procure hardware system required to support the fleet management system to function as a transportation control room display board, 3) process asset ownership transfer from the GoI to Bali Provincial Government for both software and hardware system. ASSIGNMENT OBJECTIVE: This assignment aims to develop a single point of access of a one-stop service for fleet management, which is specifically designed to improve the operational efficiency of the e-buses and chargers for Trans Bali/ Trans Sarbagita Regional Technical Implementation Unit (UPTD) under the Bali Provincial Transportation Agency. Control room display board is also expected to be developed to monitor, manage and optimize the operation of both e-buses and chargers together. The successful operation of these components is anticipated to stimulate the electrification of public transportation and attract more investment opportunities in the Bali Province. GGGI seeks to engage a competent entity (hereinafter referred to as Consultant) to ensure the complete package of fleet management system successfully delivered to Bali Provincial Government. The features of the fleet management system will be used 3 main user groups, namely UPTD Trans Sarbagita, e-bus drivers, and passengers. To serve this objective, GGGI specifically requests the successful Consultant to: Design and develop a complete package of fleet management system, including but not limited to these functions: real-time vehicle tracking and operations monitoring, drivers monitoring device, battery and range monitoring, vehicle maintenance and diagnostics, charging infrastructure and schedule optimization, and a new technology-enabled transportation system to enhance passenger accessibility and optimize load factor. Procure, deliver, and install equipment required to support the operation of the fleet management system, such as GPS tracking devices, on-board diagnostics devices, display boards for control room display, monitoring device for drivers, and other relevant equipment. Coordinate with both the national government, Bali Provincial Government, and relevant stakeholders in the process of asset ownership transfer, delivery, and installation of the fleet management system to the Bali Province. Ensure a proper handover to Bali Provincial Government, including but not limited to the provision of training to the relevant government division and bus operator on the operation and utilization of the control room display board at the Bali Provincial Transportation Agency.
