Request for proposals for Assessment of the Environmental and Social Minimum Safeguards Requirements (MSR) for the AEPC Large Scale Biogas Programme, Nepal In 2024 GGGI launched the Carbon Transaction Facility (CTF), GGGIs programmatic approach to scaling up international carbon trading under Article 6 of the Paris Agreement. The CTF encompasses the Article 6 Readiness Facility and multiple Carbon Funds. While the Readiness Facility is focused on providing technical assistance and increasing readiness for Article 6 trading at host country level, Carbon Funds will primarily seek to channel carbon finance to developing countries through the purchase of Internationally Transferred Mitigation Outcomes (ITMOs) generated from mitigation activities implemented in GGGI Member and Partner host countries. Under the CTF, one of the operational funds is the Article 6 Climate Cooperation Fund (ACCTIF). GGGI manages the ACCTIF as trustee and seeks to develop mitigation activities and purchase ITMOs generated from such activities to support achievement of the objectives of the respective Carbon Fund. GGGI applies Environmental and Social Minimum Safeguard Requirements (MSRs) as a mandatory eligibility condition for all mitigation activities considered for ITMO purchase. The assessment shall use the Gold Standard Safeguarding Principles & Requirements (SPR), Version 2.1 (or its successor), as the primary assessment framework, supplemented by GGGIs Environmental and Social Minimum Safeguard Requirements. The outcome of this assignment will inform mitigation activity design and will be subject to subsequent independent validation by an accredited Validation/Verification Body (VVB). Please note that validation is not part of this assignment. The MSRs assessment shall be conducted for the proposed mitigation activity: The AEPC Large Scale Biogas Programme of Activities (PoA) in Nepal. The AEPC Large Scale Biogas PoA aims to reduce greenhouse gas emissions through improved waste management and the displacement of fossil fuels in energy generation. The PoA promotes the deployment of municipal and commercial-scale biogas plants across Nepal to convert organic waste streams including solid waste, wastewater, and manure into renewable energy and organic fertilizer. The programme applies a combination of approved small-scale methodologies (AMS-I.C, AMS-III.AO, AMS-III.D, and AMS-III.H) to quantify emission reductions from methane avoidance and fossil fuel displacement. As of May 2026, the project is at an advanced stage of preparation by AEPC, which is responsible for all project documentation. ASSIGNMENT OBJECTIVE: GGGI seeks to engage a qualified consulting firm (hereinafter referred to as the "Consultant") to undertake a structured, project-specific environmental and social safeguard assessment of the AEPC Large Scale Biogas PoA in Nepal, in line with the Gold Standard SPR v2.1 and GGGIs MSRs. The assignment is advisory in nature, based on review of existing documentation, and does not include validation or verification activities. The purpose of the assignment is to: Identify potential environmental, social, human rights, governance, and integrity risks associated with the proposed mitigation activity; Review the appropriateness of mitigation measures in accordance with the mitigation hierarchy; Support inclusive and effective stakeholder engagement; Integrate identified risks and mitigation measures into the mitigation activity design documentation; and Prepare safeguard documentation suitable for subsequent independent VVB validation.
