Closing Date: 29 Jun 2026 Type: Consultancy Context of the feasibility study The NGO DEDRAS and CBM wish to propose a project to the German Federal Ministry for Economic Cooperation and Development (BMZ), which will contribute to sustainably improving the socioeconomic well-being of vulnerable households in northern Benin. The project is currently in its design phase, and CBM is seeking to recruit a consultant to conduct a study to assess the feasibility of the proposed project and to systematically verify the extent to which the project approach can plausibly achieve the planned changes within the existing framework conditions. The proposing organizations are: Christian Blind Mission (CBM) CBM is a Christian international development organization committed to improving the quality of life of disabled people in the worlds poorest communities, without distinction of race, sex, or religious belief. CBMs approach to inclusive development for people with disabilities forms the framework for all its initiatives. It firmly believes this is the most effective way to bring about positive change in the lives of people with disabilities living in poverty and in their communities. Through its inclusive disability development approach, CBM addresses the barriers that hinder access and participation for people with disabilities. ONG DEDRAS DEDRAS-ONG, the Organization for Sustainable Development, Strengthening and Self-Promotion of Community Structures, is a Beninese national non-governmental organization of Christian inspiration, created in 1979 by the Union of Evangelical Churches of Benin. Based in Parakou, it operates throughout the national territory and supports vulnerable and disadvantaged communities in order to promote their holistic well-being, empowerment, rights and resilience. DEDRAS, a development and humanitarian action organization, bases its work on a community-based, inclusive, and sustainable approach. It supports communities through projects related to food security, nutrition, community health, education and child protection, vocational training and youth employment, water, hygiene and sanitation, as well as interventions linked to humanitarian action, peace, and community resilience. Through its interventions, DEDRAS aims to reduce social inequalities, strengthen the capacities of local communities, promote social justice and contribute to the sustainable development of the most marginalized populations in Benin. The project The project "Promotion of inclusive livelihoods and prevention of violent extremism in Northern Benin" will be implemented by DEDRAS-ONG in Benin, over a period of four years and three months, from October 1, 2027 to December 31, 2031. Problem that the project aims to address The project is situated within a context marked by the increased vulnerability of rural communities to the effects of climate change, the low adoption of resilient agricultural and pastoral practices, and difficulties in accessing productive resources, economic opportunities, vocational training, and financing. These vulnerabilities particularly affect young people, women, and people with disabilities, who face specific obstacles to their economic empowerment and full participation in community life. Furthermore, increasing pressure on natural resources, weaknesses in local conflict management mechanisms, fragile land governance, and the risks of violent extremism contribute to rising community tensions in the targeted areas. Target area The project will be implemented in northern Benin, specifically in the departments of Donga, Borgou, and Atacora. The targeted municipalities include Djougou, Sinendé, and Ouassa-Péhunco. Target audience The project will primarily target young people, women, and people with disabilities living in vulnerable rural communities within the intervention areas. It will also reach agricultural producers, cooperatives, internally displaced persons, community leaders, local authorities, land governance actors, civil society organizations, and community mechanisms involved in conflict prevention and management. Objective and areas of intervention of the project The overall objective of the project is to contribute to the sustainable improvement of the socio-economic well-being of vulnerable households in northern Benin. Specific objective of the project The project aims to enable young people, women and people with disabilities to use the skills acquired to improve their food security, develop their economic opportunities, strengthen their adaptation to climate change and promote social cohesion. The project will focus on four complementary areas: the promotion of climate-resilient agricultural and pastoral practices; the development of professional skills, entrepreneurship and income-generating activities; strengthening inclusive community mechanisms for conflict prevention and management; Improving land governance, natural resource management, organizational learning, and local innovation. Ultimately, the project is expected to contribute to the sustainable improvement of incomes, agricultural productivity, food security and the economic empowerment of vulnerable groups, while strengthening social cohesion, conflict prevention, the inclusion of people with disabilities and inclusive local land governance in the targeted areas. The feasibility study 4.1. Study Objectives The study is being carried out as part of the preparation of the project proposal to be submitted to the BMZ. It aims to assess the relevance, coherence, feasibility, inclusivity and sustainability of the proposed project, in order to determine whether it effectively meets the needs and rights of the target groups, whether it contributes to removing barriers that hinder their full participation and whether it takes into account the realities of the intervention areas. She will need to provide CBM and DEDRAS-ONG with clear analyses and practical recommendations to improve the project document before its submission to the BMZ. The study will be submitted to the BMZ at the same time as the project proposal. The study should enable us to: Analyze the relevance of the project in light of the identified problems, the needs of the target groups and the local context. Evaluate the consistency of the intervention logic, including the links between activities, expected results, project objective, indicators, assumptions and risks. Assess the operational and institutional feasibility of the project, taking into account the capacities of DEDRAS-ONG, available resources, the duration of the project and the conditions of implementation. Examine the inclusivity of the project, including the effective participation of disabled persons, women, young people and other vulnerable groups and/or those at risk of exclusion in the implementation and monitoring of the project. Identify the main risks related to context, security, climate, land, conflict, protection and safeguarding, institutional capacities and implementation, and then propose appropriate mitigation measures. Analyze the sustainability of the expected results, particularly in social, economic, institutional, environmental and organizational terms. Evaluate the possible synergies and complementarities with existing interventions, local actors and the different sectors of the project. Formulate concrete recommendations to improve the project concept, its logical framework, its activities, its indicators, its implementation mechanisms, its approach to inclusion and its sustainability strategy. 4.2. Evaluation according to the OECD DAC criteria Relevance - To what extent is the planned project relevant? To what extent does the project address the main problems identified in the project areas, including low adoption of resilient agricultural practices, limited access to productive resources, economic vulnerability, and tensions related to natural resources? Are the orientation, prioritization, and objectives (approach) of the planned project suitable for the target groups and clearly defined? To what extent does the project design adequately take into account the specific obstacles/barriers (attitudinal, physical, institutional and informational) encountered by women, young people and people with disabilities, particularly with regard to access to land, vocational training, financing, agricultural equipment, agropastoral opportunities, climate information and community decision-making mechanisms, conflict prevention and management, and peacekeeping? Are the norms and standards of the approach compatible with those of the target groups? Is the project designed in such a way as to take conflicts into account (Do-No-Harm principle)? How does the project prevent the risk of instrumentalizing women and disabled people in conflict dynamics? To what extent does the project incorporate clear safeguards to prevent, identify and manage risks of abuse, exploitation, neglect, discrimination, gender-based violence or any other harm that may affect children, women, disabled persons and other at-risk groups? Coherence - Is the intervention well-suited? To what extent are the planned activities consistent with human rights principles (inclusion, participation), relevant conventions and standards/guidelines, including Beninese legislation? To what extent are there synergies and links between the planned project and other interventions by the same actor (organization) and other actors? What are the similarities or intersections between the target groups and the projects of other actors in the same context? To what extent does the intervention add value and avoid the risks of duplication?
