This component will contribute to expanding the property tax base of Local Governments through the consolidation of the Fiscal Cadastre (FC). It will finance: (i) the development and implementation of a nationwide Digital Platform for Fiscal Cadastre Management (PDGCF), comprising interoperable information from existing cadastre databases combined with data obtained from constructing the graphic database and consolidating the FC; (ii) the technological infrastructure required for the PDGCFs operation and cybersecurity; (iii) consolidation of the FC graphic database, consisting of the acquisition of imagery with the resolution required for FC operations and its georeferenced integration into the PDGCF; (iv) a technical assistance program for Local Governments prioritized for FC consolidationincluding capacity certification for municipal officials in FC management and useto enable them to clean, complete, operate, and maintain the PDGCF; and (v) tools for FC management and sustainability, including the development of guidelines for the valuation of land and properties. Component 2. Improvement of subnational liability fiscal management. This component will contribute to improving subnational debt managementfor both Local and Regional Governmentsthrough enhancements to debt recording and administration strategies, focusing on SNGs that are fiscally significant and/or chronically non-compliant with fiscal rules. It will finance: (i) technical assistance programs for regional and local governments to improve subnational liability managementin coordination with the General Directorate of Public Accounting (DGCP)aimed at cleaning up and reconciling subnational debt records with creditor information; and (ii) the development of tools for subnational liability management, designed to implement a strategy for the cleanup and sustainability of subnational government (SNG) liabilities based on centrally established guidelines, applicable to SNGs prioritized according to the results of the preceding output. Component 3. Strengthening institutional capacity to promote subnational fiscal management (US$ 3.3 million). This component will contribute across the board to achieving the operations specific objectives by enhancing the institutional capacity of the DPDFFS (within the DGPMACDF) as the coordinating body for subnational fiscal management.
