Descriptioncontractor Avfall Sør Household As Is Part Of The Avfall Sør Group, Which Is 100% Owned By The Municipalities Of Kristiansand And Vennesla In Agder. The Company Supplies Waste And Recycling Services To All Residents Of The Owner Municipalities And Serves Approx. 55,500 Housing Units With Dunk Renovation, 5,000 Housing Units With Buried Solutions And 3,700 Cabin Subscribers. In Addition, The Company Operates Three Recycling Stations, And A Large Waste Facility At Støleheia With Various Processing Activities Such As Sorting, Composting, Chipping And Disposal. Avfall Sør Husholding As Is The Client For This Competition. The Waste Is Transported To Støleheia, Where It Is Composted In Its Own Facility. The Finished Compost Is Further Processed Into Soil Products Which Are Sold For Various Purposes. From 1 September, A New Supplier Takes Over The Collection Of Household Waste On Behalf Of The Client. In This Connection, A Reorganization Of The Collection Routes Is Carried Out, And The Collection Frequency For Food And Organic Waste Is Changed From Weekly To Collection Every Two Weeks. The Change Is Part Of Avfall Sørs Work To Increase The Sorting Of Food And Organic Waste. Analyzes Show That There Are Still Significant Amounts Of Food Waste In The Residual Waste, And The Aim Is To Move A Larger Proportion Of This Over To The Bio-Waste Scheme. Instead, The Collection, Transport And Treatment Of The Bio-Waste Will Be Put Out To Competition, So That The Waste Can Be Treated At An External Facility With The Necessary Capacity And Expertise To Meet The Current Requirements. This Solution Is Considered To Be The Most Cost-Effective And Robust In The Long Term, While At The Same Time Ensuring That The Bio-Waste Is Treated In Accordance With Current Regulations And Can Be Utilized As A Valuable Circular Resource. Description Of The Assignment The Client Needs A Robust And Environmentally Sound Solution For Handling Biowaste (Food And Garden/Park), From Households And Business Customers. The Acquisition Will Ensure Continuity In The Reception, Transport And Treatment Of The Waste, As Well As Contribute To The Utilization Of The Waste As A Resource Through Material Recycling And/Or Energy Recovery. The Purpose Of The Procurement Is To Establish An Agreement With A Supplier Who Can Take Care Of The Entire Value Chain From Collection At The Clients Waste Facility In Støleheia, To Final Treatment. The Solution Will Support The Clients Work With Sustainable Waste Management In The Region Around Kristiansand And Contribute To Predictable Operations During The Contract Period. The Acquisition Is Particularly Important To Ensure Sufficient Processing Capacity, Stable Logistics And A Solution That Meets Current Environmental Requirements As Well As Requirements For Proper Handling Of Bio-Waste. In Addition, It May Be Relevant That The Client Will Accept And Process Bio-Waste From Both Households And Business Customers On Behalf Of Other Municipalities In The Region Around Us. These Volumes Will Then Be Able To Flow Into This Agreement, And Are Taken Into Account In The Competitions Value Restrictions. The Contract Shall Have A Duration Of 1 Year, With An Option For The Client To Extend The Agreement By 1 Year At A Time For Up To 3 Years, So That The Maximum Total Contract Period Is 4 Years.
