Request for proposals for Technical Assistance for Climate Project Pipeline Development and Concept Note Preparation in Lebanon Title : Technical Assistance for Climate Project Pipeline Development and Concept Note Preparation in Lebanon Reference : 100016088 Process : RFP Description : GGGI Jordan Office is seeking proposals from eligible firms to provide Technical Assistance for Climate Project Pipeline Development and Concept Note Preparation in Lebanon under the Leveraging the Private Sector for Increased Climate Investment and Strengthened Partnerships in the West Asia Region Project. PROJECT BACKGROUND: The Green Climate Fund (GCF) is a financing mechanism of the United Nations Framework Convention on Climate Change (UNFCCC) and a critical element of the historic Paris Agreement. It is the worlds largest climate fund, mandated to support developing countries raise and realize their Nationally Determined Contributions (NDC) ambitions towards low-emissions, climate-resilient pathways. An enabling environment for dialogue among private-sector Direct Access Entity(ies) (DAE) and potential Executing Entities (EEs) and the National Designated Authorities (NDAs) is an essential condition for effective Public- Private Partnership development. Such an environment would encourage actors from the public and private sectors to devise strategic and practical engagement models for blending finance mechanisms for climate actions and investments. Effective public-private partnerships will be demonstrated through project identification and design under the project. Lebanon is currently increasing the capacity of the NDA to engage with internal (public) and external (private, CSOs, academia) stakeholders. There are also ongoing efforts to enhance existing policies and identify strategic investment priorities through development of its GCF Country Program. GGGI will also support operationalization of a Green Investment Facility with an aim to mobilize and direct climate finance in order to achieve the NDCs while assisting the sustainable recovery from the financial crisis in Lebanon. Therefore, GGGI is implementing the project titled "Leveraging the Private Sector for Increased Climate Investment and Strengthened Partnerships in the West Asia Region " over two years (2025-2027). The project aims to achieve the following four strategic GCF outcomes: 1. Capacity Building: build capacity of private sector direct access applicants and DAEs to achieve accreditation and improve ability to develop projects in alignment with GCF criteria. 2. Strategic Frameworks: develop capacity of DAEs, EEs and other private sector actors to increase engagement in climate finance and better understand the range of financial instruments and innovative deal-structures for utilization of public resources to buy-down risk for private sector entry into climate finance, 3. Pipeline Development: support NDAs and private sector actors to identify/advance project ideas by developing needed assessments and studies, improving understanding of gender and social awareness and translating ideas and information into new concept notes (CNs) or enhanced existing CNs, 4. Knowledge Sharing and Learning: utilize the portfolio approach to develop a regional knowledge management tool that will promote public-private knowledge transfer and enhanced regional participation in climate action. Building on these efforts, this TOR aims to increase the number and quality of climate project concepts and funding proposals submitted by Lebanon, by supporting stakeholders to identify priority investment opportunities, potential investment partners, and develop concept notes aligned with GCF requirements. The operationalization of a green investment facility through this readiness proposal will increase incoming finance to support Lebanons economic recovery in a sustainable and climate-resilient fashion. It is anticipated that a number of projects from the facility will contribute to addressing some of the structural challenges through climate action. The design of the facility and its subsequent operationalization heavily prioritize addressing investment risk, which will make climate finance deployment realistic in a Lebanese context and across the region. The objective of this assignment is to support the development of a pipeline of bankable climate projects by providing technical assistance for project identification, pre-feasibility analysis, and concept note preparation in alignment with GCF investment criteria and national climate priorities. In addition, a Resource Mobilization Strategy for the green investment facility will be implemented, with potential financial partners identified and engaged to finance bankable project pipelines. The assignment will support the NDA, potential DAE (green investment facility), and relevant stakeholders to strengthen their capacity to develop high-quality climate project concept notes and funding proposals. GGGI seeks to engage a competent consulting firm to support the development of an initial project pipeline outlining the best suitable options for a green investment facility along with a mechanism for resource mobilization established and operational, the Resource Mobilization Strategy. Two high-quality, submission-ready CNs aligned with GCF investment criteria and national climate priorities, that can leverage climate finance mechanisms will be developed from the pipeline.
