Request for proposals for Technical Advisory Support for a Construction Project to Obtain Green Building Certification under the ALCBT Project in Cambodia Title : Technical Advisory Support for a Construction Project to Obtain Green Building Certification under the ALCBT Project in Cambodia Reference : 100015980A Process : RFP Description : GGGI Cambodia is inviting eligible consulting firms to submit their proposals for the following scope of work: PROJECT BACKGROUND: The Asia Low Carbon Buildings Transition (ALCBT) is a five-year (2023-2028) project being implemented in five Asian countries Cambodia, India, Indonesia, Thailand, and Vietnam, with financial support from the Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN) of Germany under the International Climate Initiative (IKI). GGGI is implementing the project through a consortium comprising of HEAT International, the ASEAN Centre for Energy (ACE), and the Energy Efficiency Services Limited (EESL). In Cambodia, the Ministry of Land Management, Urban Planning and Construction (MLMUPC) is the government counterpart for project implementation. The ALCBT project seeks to significantly reduce GHG emissions by catalysing nationwide transitions towards low-carbon buildings in Cambodia. Technical, planning, and institutional tools for low-carbon buildings will be developed and successfully implemented by key public and private sector stakeholders (including ministries, subnational administrative, developers, building owners, suppliers, engineers, and architects; multilateral and bilateral development institutes, financial services institutions such as ESCOs and banks; academia and training institutes) by the mid of 2028 (Outcome). The result will be achieved through the development of standardized tools and systems for managing carbon emissions from the building sector and piloting them in project countries (Output I); enhancement of capacity for current and future building industry practitioners (Output II); and establishment of financial pathways for low carbon buildings (Output III). Additionally, project knowledge and tools will be accessible online and promoted systematically to stakeholders in project countries, across ASEAN and globally to create market demand, promote replication and scaling up of approach (Output IV). During 20242025, ALCBT completed preliminary building stock data for 1,236 buildings and 250 deep-dive assessments in Phnom Penh and Kandal Province. GGGI launched a public Call for Expressions of Interest (EOI) to provide technical assistance to building owners, developers, banks, and financial institutions under the ALCBT programme (Output III), aimed at mobilizing green investment for the development of low-carbon buildings in Cambodia. In response to this call, ISI Land (formerly known as UrbanLand) submitted a Letter of Interest (LOI) demonstrating its intent to participate in the initiative. Following a competitive and transparent screening process, including internal due diligence and assessment of eligibility, technical readiness, and alignment with programme objectives, ISI Land was selected to receive technical support under the ALCBT framework for advancing green building development and investment mobilization in Cambodia. ISI Land intends to access green financing to support the development of its project, and as a prerequisite for eligibility under prevailing green financing criteria and the Cambodia Sustainable Finance Taxonomy, developers are required to obtain internationally recognized green building certifications such as EDGE, LEED, or equivalent for new construction projects. GGGIs ALCBT is facilitating ISI Land through two parallel, independent contracts: this Green Building Advisor (this RFP no. 100015980A) and a Green Building Auditor (RFP no. 100015980B) launched in parallel. Please note that a firm may apply for both tenders; however, if selected for one tender, it will not be eligible for award under the other tender. ASSIGNMENT OBJECTIVE: Under this RFP, GGGI seeks to engage a qualified Firm to serve as Green Building Advisor to ISI Land to obtain an internationally recognized green building certification preferably the EDGE Level 1 (Excellence in Design for Greater Efficiencies) Certificate for a gated community development in Phnom Penh. For further details on the Scope of Work, please refer to the Terms of Reference available under the published Document Set IMPORTANT TIMELINES: The tender submission deadline is 13 July 2026, 16:00 KST (Korean Standard Time) / 7:00 am GMT. Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST). Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi). HOW TO OBTAIN THE DOCUMENTS: Documents can be accessed via the e-Green Procurement Portal by selecting View Details on the relevant notice and then clicking the Tender Application button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information. Select the 2nd tab (`Tender Documents`) where you will find useful information regarding the RFP. Scroll down to the heading Tender Documents Received where you will be able to view / download the documents. OPTING IN & OPTING OUT: Please note that you may be required to Opt In before you can start populating your response. The Opt Out functionality will also be available throughout the duration of the tender process. Opting out will give you the option of declaring you no longer want to receive any further communication in relation to this tender along with the opportunity of providing comments and feedback for this decision.
