The Main Objective Of This Requirement Is To Have The Cardiac Surgical Interventions Service, In Order To Provide A Timely Response To Ges And Non-Ges Institutional Patients, Vital Emergencies And Users Referred From The National Health Fund Fonasa, As Well As From The Hospitals Of Valdivia, Osorno, Puerto Montt And The Island Of Chiloé. It Should Be Noted That The Dr. Hernán Henríquez Aravena Hospital Is The Referral Center Of The Macrored Extremo Sur De Chile For This Type Of Procedures, Which Reinforces The Need To Ensure The Continuity Of These Highly Complex And Priority Services. Cardiac Surgeries Are Of Vital Importance, Since They Allow The Resolution Of Serious And Highly Complex Pathologies That, If Not Treated In A Timely Manner, Directly Compromise The Lives Of Patients. These Interventions Not Only Save Lives, But Also Improve Quality Of Life By Preventing Decompensation, Prolonged Hospitalizations, Chronic Complications, And Costs Associated With Palliative Or Emergency Treatments. Having This Service Responds To The High Existing Demand, Which Exceeds The Current Institutional Surgical Resolution Capacity. Not Having These Benefits Would Generate An Immediate Negative Impact On Users, With The Risk Of Greater Morbidity And Mortality, Accelerated Progression Of The Disease, Increased Medical Complications, And In The Most Serious Cases, Deaths That Could Be Avoided Through Timely Intervention. Said Interventions Will Be Carried Out In The Facilities Of The Establishment, Outside Institutional Hours, And To Beneficiaries Of The Public Health System, In The Best Possible Conditions For Both Parties, As Detailed In The Administrative And Technical Bases, And In Annex No. 1. The Respective Contract Will Be Subject To The Provisions Of Decree With Force Of Law No. 36, Of July 10, 1980 Of The Ministry Of Health And Its Modifications Introduced By Law No. 18,417, In This In This Sense, The Health Actions Provider Will Be Obliged To Provide On Behalf Of And In The Name Of The Hospital, And Through Delegation, In Accordance With The Requirements Of Inc. 1 Of Art. 2 Of Dfl 3680 To The Beneficiaries Of The Health Benefits Regime Of Law No. 18,469, The Actions Of Prevention, Promotion, Recovery, Protection Or Health Rehabilitation That Are Tendered By This Act.
