Data Analysis Services – Land Cover Class Identification Service Using Artificial Intelligence (Ai) Methods For The Purpose Of Updating The Agricultural Plot Identification System (Lpis). 1. The Subject Of The Order Is The Preparation, Launch And Provision By The Contractor To The Agency For Restructuring And Modernization Of Agriculture Of An It Service In The Saas Model, Enabling Automatic Identification Of Land Cover Classes Based On Geospatial Data, Using Artificial Intelligence Technology, In Accordance With The Service Description Constituting Annex No. 1 To The Draft Provisions Of The Contract (Hereinafter Referred To As Ppu), Constituting Annex No. 9 To The Terms Of Reference (Hereinafter Referred To As Swz) And The Offer Form (Appendix No. 1 To Swz). 2. The Scope Of The Order Includes The Processing Of Geospatial Data In Raster And Vector Formats And The Generation Of Results In The Form Of Vector Layers Showing Land Cover Classes, Along With Assigning A Classification Confidence Level For Each Object. The Generated Data Must Be Geometrically Correct And Topologically Consistent. Identification Of Land Cover Classes Is Carried Out In Accordance With The Classification Used In The Agricultural Plot Identification System (Lpis) And Covers The Full Range Of Required Classes And Their Representation In The Form Of Spatial Objects. The Functionality Of The Service Includes The Visualization Of Spatial Data, Presentation Of Identification Results, Their Analysis And Editing, As Well As Export Of The Resulting Data In Standard Formats And Integration With Other Services And Spatial Data Sources. Data Processing Should Be Able To Handle Large Volumes Using Parallel Processing Mechanisms While Maintaining The Required Performance. 3. As Part Of The Order, The Contractor Provides A Data Processing Environment, Software And Components Necessary To Carry Out The Identification Process, Including Artificial Intelligence Models And Their Operating Mechanisms. 4. As Part Of The Execution Of The Order, It Must Be Possible To Select Input Data Sources, Import Them And Process Them To The Extent Specified By The User, Both For Entire Data Sets And Their Separate Parts, Taking Into Account The Use Of Data Supporting The Identification Process. It Is Planned To Use Artificial Intelligence Models And Provide Metrics For Assessing Their Quality, In Particular Overall Accuracy, Precision And Recall, Along With The Possibility Of Their Analysis And Reporting. 5. The Ordering Party Requires Ensuring An Appropriate Level Of Availability, Security And Reliability, In Particular In Terms Of User Authentication And Authorization, Rights Management, Data Encryption And Business Continuity. 6. The Contractor Is Obliged To Provide Technical Support, Provide Operational And Technical Documentation And Conduct Training For Users. 7. Under The Agreement, The Contractor Will Provide The Ordering Party With Up To 50 Man-Hours Of Consultation In The Scope Of The Service Provided, During The Period Referred To In § 3 Section 1 Pp. 8. The Contractor Will Provide The Ordering Party With The Operational And Technical Documentation Described In Point 6.4 Of Annex No. 1
