Call for Proposals: Technical Support for the Institutional Transformation of the Legal Department at the Ministry of Education and Higher Education Closing Date: Friday, 17. Jul 2026 Intervention Sector(s): Education, Good governance and transparency, Law & Legal Affairs AFD interventions in the education sector attempt to address the sectors urgent short-term needs to ensure access, while also supporting medium-term improvements in education quality, governance, and employability, aiming to strengthen the overall resilience and effectiveness of the education system. The objective of this consultancy, in close coordination with the MEHE is to strengthen MEHE governance and legal compliance to reduce legal risk and improve service delivery across the education sector. AFD is seeking out the services of a qualified consultancy firm that will be responsible for the implementation of the full range of services and payments foreseen under the project as follows: Component 1-Capacity Building and Staffing: To strengthen the institutional foundations and internal capacity of MEHEs Legal Affairs Department by clarifying and formalizing its mandate, addressing key human resource gaps, and supporting staff professional development. The component aims to align the Departments structure and capacities with its current responsibilities through targeted, time-bound technical assistance that promotes sustainable institutional strengthening and skills transfer. Component 2- Direct Legal Assistance: To strengthen the operational capacity of MEHEs Legal Affairs Department by providing hands-on legal assistance and mentoring through real, ongoing legal files. Using a learning-by-doing approach, the component aims to enhance staff skills, improve the quality and efficiency of legal services, and ensure sustainable knowledge transfer while maintaining MEHEs full ownership, responsibility, and decision-making authority. The consultant shall work closely with the MEHE to understand their strategic objectives, operational requirements, and key challenges. This activity cannot be achieved without a close collaboration with the MEHE, in particular the Ministers office and all the Directorates.
