Expression of Interest for Consultancy to Undertake ZambiaS National Public Private Partnership (PPP) Country Diagnostic Study with a Focus on the Developmment of the Ppp Strategic Plan, PPP Sub National Guidelines and Sector Specific Guidelines for Zambia CONSULTANCY TO UNDERTAKE ZAMBIAS NATIONAL PUBLIC PRIVATE PARTNERSHIP (PPP) COUNTRY DIAGNOSTIC STUDY WITH A FOCUS ON THE DEVELOPMMENT OF THE PPP STRATEGIC PLAN, PPP SUB NATIONAL GUIDELINES AND SECTOR SPECIFIC GUIDELINES FOR ZAMBIA PROJECT NAME: PUBLIC PRIVATE PARTNERSHIP (PPP) CAPACITY STRENGTHENING PROJECT (PPP-CSP) PROJECT ID No.: P-ZM-KF0-004 INTRODUCTION The Government of the Republic of Zambia has received d a Grant from the African Development Bank (AfDB) under the Fund for the African Private Sector Assistance (FAPA) for Public Private Partnership Capacity Strengthening Project (PPP- CSP). The PPP-CSP seeks to create an enabling environment and requisite capacity in PPPs, Public Investment Management (PIM) and Public Procurement for private sector participation in infrastructure investments and related services. The Government intends to apply part of the funds towards the Consultancy to undertake Zambias National Public Private Partnership (PPP) diagnostic study with a focus on the development of the PPP strategic plan, PPP sub national guidelines and sector specific PPP guidelines for Zambia The duration of the assignment shall be Twelve (12No.) months The Public Private Partnership Office now invites eligible Firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they have the required qualifications and relevant experience to perform the services (Curriculum Vitae (CVs), description of similar assignments, experience in similar conditions, etc.). SELECTION METHOD Eligibility and Selection shall be Quality and Cost Based Selection (QCBS) in accordance with the African Development Banks as specified in the Banks Procurement Framework, dated 2015, which is available on the Banks website at https://www.afdb.org/en/projects-andoperations/procurement/new-procurement-policy and in line with the provisions stated in the Grant Agreement.
