Expression of Interest for Recruitment of Three Independent Individual Consultants to Conduct a Study HIV Stigma Index 2.0 in Burkina Faso Description of Services The overall objective of the study is to assess the level of stigma and discrimination faced by people living with HIV (PLHIV from the general population, at-risk populations, and other vulnerable populations) in Burkina Faso in 2026. Specifically, the selected consultants will work in close collaboration with the coordination unit of the SP/CNLS-IST Global Fund Public Sector AIDS Project to: v determine the general characteristics of PLHIV (age, sex, sexual life, formal education level, current employment status, socio-economic vulnerability or poverty level, membership in a group with specific vulnerabilities, membership in a support group and/or a network of people living with HIV); v describe the various forms of stigma and discrimination experienced by PLHIV, including those linked to factors other than HIV status; v determine the level of stigma and discrimination inflicted by others and the level of internal/internalized stigma and discrimination; v determine the perceived causes of stigma and discrimination; v establish the association between the level of stigma and the general characteristics of people living with HIV (PLHIV); v determine perceptions regarding access to employment, education, training, and professional integration, as well as to healthcare and medical support services for PLHIV; v determine the level of knowledge regarding their rights; v determine the extent of disclosure and confidentiality concerning HIV status; v determine perceptions regarding access to community-based care and support services for PLHIV; v identify actions and interventions undertaken at the personal, organizational, and national levels to reduce HIV/AIDS-related stigma and discrimination; v determine the level of involvement of PLHIV in the fight against HIV/AIDS-related stigma and discrimination; v determine the national and regional stigma and discrimination index for PLHIV; v measure the progress and impact of intervention programs aimed at reducing HIV-related stigma and discrimination in Burkina Faso by comparing results with the previous stigma index; v identify strengths, weaknesses, and challenges in order to propose directions, approaches, and communication strategies to reduce these phenomena. Participation Participation in the selection process is open, on equal terms, to all qualified individual consultants meeting the following profiles: Profile 1: Lead Consultant, holding a university degree in medicine with a specialization in Public Health or epidemiology; Profile 2: Associate Consultant No. 1, holding a Masters-level university degree (Bac + 5) in social sciences, specifically in sociology or socio-anthropology; Profile 3: Associate Consultant No. 2, holding a university degree in medicine specializing in Public Health or epidemiology, or a database manager; OR holding a Masters-level university degree (Bac+5) in computer science or biostatistics.
