Expression of Interest for Recruitment of Two Independent Individual Consultants to Conduct an Audit of the Active Caseload of People Living with HIV (PLHIV), Followed by a Study of the HIV Care Cascade in Burkina Faso Description of Services The overall objective of the study is to determine the extent to which the 95-95-95 target has been achieved in Burkina Faso by updating the active caseload of people living with HIV (adults and children), as well as to identify the explanatory factors and bottlenecks accounting for these performance levels. Specifically, the selected consultants will work in close collaboration with the coordination unit of the SP/CNLS-IST Global Fund Public Sector AIDS Project to: Ø Measure the national active caseload of patients on ART as of June 30, 2026, and disaggregate the data by sex, age, and HIV care and treatment site; Ø Measure the correction factor for the total number of PLHIV on ART at the national level and at HIV care and treatment sites as of June 30, 2026; Ø Determine the current cascade (national and by region/district) of antiretroviral (ARV) treatment for PLHIV based on an update of the active PLHIV caseload; Ø Measure 12-month retention of people living with HIV (PLHIV) on ART, based on an updated active patient registry; Ø Assess the alignment between the number of patients on treatment and monthly ARV consumption; Ø Establish a performance trend profile regarding the triple elimination of vertical transmission of HIV, syphilis, and hepatitis B; Ø Identify and analyze success factors and bottlenecks in the medical care cascade for PLHIV and the triple elimination of vertical transmission of HIV, syphilis, and hepatitis B; Ø Propose operational recommendations to reduce attrition within the cascade and thereby improve performance in ARV-based medical care for PLHIV and the elimination of mother-to-child transmission (MTCT). Participation Participation in the selection process is open on equal terms to all qualified individual consultants matching the following profiles: Profile 1: Lead Consultant, holding a university degree in medicine with a specialization in Public Health or epidemiology; Profile 2: Associate Consultant, holding a Masters-level university degree (Bac+5) in statistics or biostatistics, or possessing equivalent experience.
