INTRODUCTION TOTALENERGIES EP NIGERIA LIMITED (TEPNG), operator of OML58, 99, 100, 102), invites interested and reputable Contractors with competent and skilled personnel, equipment and relevant experience to apply for pre-qualification for consideration to tender for the Provision of International Freight Forwarding Services for the support of TEPNG operations. 2. Brief description of Work Scope and Specifications This Contract is for the provision of Freight Forwarding Services for International Materials to support TotalEnergies day-to-day operations. The objective of the CFT shall be to award contracts to multiple technically qualified bidders with the best competitive commercial offers for the provision of International Freight Forwarding Services for materials on a continuous basis as the need arises. The Scope to be covered under the contract is to provide Freight Forwarding Services for international materials. The Services to be provided shall include as a minimum international shipment of equipment and materials via Air and Sea originating from Africa, America, Europe & Asia to Nigeria; Port-Harcourt Onne Sea port, Lagos ports and vice versa including pick-up expedition with suppliers/manufacturers, inland transportation, tracking, warehousing, regional hub consolidation, packaging as per SEI4C, containerizing, markings, provision of statutory documentations, customs clearance, freight booking, authorities liaisons etc. as may be required. Project Delivery Schedule The schedule requirement is to have a contract in place by Q3 2026. The Call for Tender will detail the provisions necessary for the Service. Contract duration is estimated at 5 years firm and an annual option of extension for a further period of two (2) years HSE Considerations The greatest importance is placed on prospecting Contractors Safety performance and past records. The Tenderers will be required to complete at the technical stage, a HSE Questionnaire and submit with his Technical Tender, a comprehensive HSE Management System manual among other documents. The analysis of the HSE requirement will contribute to progressing selected Tenderers in the CFT process. Any Tenderer that scores below 60% in the HSE/QA/QC & Tech Main Evaluation would not be allowed to progress to the Commercial Stage 3. Mandatory Requirements * To be eligible for this tender exercise, interested suppliers are required to be pre-qualified and have a LIVE subscription status in the following NJQS service/product group categories: (**3.08.10 Freight Forwarding Services Air, Haulage, Sea, Secure, Road, Customs ETC**) by the CFT advert closing date. All successfully pre-qualified suppliers in these categories will receive an invitation to submit their Tender for the services. * To determine if you are pre-qualified and view the product/services category you are listed for: visit **https://vms.nipex.org/login** and access NJQS with your log in details. Click on Subscription tab on the left-hand side of the dashboard to view your status and, click Product Code tab to view registered product codes. * If you are not listed in the product/service category mentioned above but you have registered with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) to do business in the Nigerian Oil & Gas Industry in those areas, please contact the NipeX administration office at Post Square Towers (Building B), 1,3 Ologun Agbaje Street Off Adeola Odeku Street, Victoria Island, Lagos, Nigeria with your NUPRC (formally DPR) certificate as evidence for verification and necessary update. * To initiate the NJQS pre-qualification process, access http://www.nipex-ng.com, click on the Registration tab, and select NipeX SAP Ariba Vendor Registration. * To be eligible, all tenders must comply with the Nigerian content requirements in the NipeX system. * Only Nigerian indigenous service companies having verifiable Nigerian equity shareholding of 51% and above shall submit bids for this tender. 4. Nigerian Content Requirements TEPNG is committed to the development of the Nigerian Oil and gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development. Tenderer shall: i. Demonstrate that the entity is a Nigerian-registered company with 51% or more shareholding capacity and evidence of certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entitys incorporation, shareholding & ownership structure in Nigeria. Provide evidence of registration with NCDMB NOGIC JQS and NUPRC. ii. Provide a detailed description of the location of in-country committed facilities & infrastructure not limited to administrative office, bonded warehouse in proximity to the port of entry of freight into Nigeria, storage workshop having packaging and un-packaging area in Nigeria to support this contract. iii. Provide evidence of having a binding Memorandum of Agreement (MOA) with its technical partner capable of assisting the tenderer handle the work scope at international Locations iv. Comply with the latest approved version of NCDMB HCD guidelines by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development, technology transfer plan, and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s). v. Develop a Nigerian Content Plan (NCP), which shall explain the methodology of how it intends to comply with the requirements of the Act and how to achieve the set target(s) in the Schedule of Nigerian Oil & Gas Industry Content Development Act and any targets set by The Board. vi. Submit tenderers corporate organizations overall human resource structure (management, supervisors, senior & junior skilled officers, etc.) identifying positions manned/occupied. vii. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total workforce are Nigerians. Also, show the overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume viii. Tenderer shall provide evidence of Category 1,2,3,4 or 5 non-moveable assets (DA) demonstrating capacity and capability to carry out logistics services in the Nigerian oil and gas industry. **NOTE:** Failure to comply with the provision of the Nigerian Content Act 2010 or to demonstrate commitment to the development of the Nigerian Content Policy shall result in the disqualification of the tenderer from the bidding process. 5. Additional Information a.) Failure to provide any of the listed documents or information may automatically disqualify the tenderer. b.) All costs incurred in registering and prequalifying for this and other service categories in NJQS shall be borne solely by the suppliers. c.) This advertisement shall neither be construed as any form of commitment on the part of TEPNG to award any contract to any Supplier and/or associated Vendors, sub-contractors or agents, nor shall it entitle pre-qualified companies to make any claims whatsoever, and/or seek any indemnity from TEPNG and/or any of its partners by virtue of such companies having been pre-qualified in NJQS. d.) The ITT and any further progression of this tender shall be via NipeX portal. Interested suppliers are therefore advised to ensure that their profiles in NipeX are active with a valid official email address accessible by their organization as this shall be the only means to transmit the ITT. e.) Tendering process will be the NNPCL contracting process (Double Envelope Tenders (DET) requiring pre-qualified companies to submit technical and commercial tender at the same time. Following a technical review, commercial tenders of technically and financially qualified contractors will be evaluated f.) Manhour figures for Capital Project Portfolios are estimates to provide definition to the scope and do not constitute guaranteed quantities. g.) TotalEnergies Upstream Companies in Nigeria (TEPNG) will only recognize and correspond with duly authorized officers of the pre-qualified tenderers and NOT through individuals or agents acting on their behalf. h.) Interested Tenderer(s) should note that TEPNG has very cordial relationship with the host communities of the sites where these services may be performed based on existing Memorandum of Understanding (MOU). Prospective Tenderer(s) will be required to implement the obligations of the MOU as part of their contract. i.)
