Expression of Interest for Consultancy Service for the Engagement of a Consultant on Livestock Development Study across Nigerian States 4. SUBMISSION OF EXPRESSION OF INTEREST AND PREQUALIFICATION DOCUMENMTS Prospective bidders/ consulting firm are to submit Expression of Interest (EoI) and Prequalification Documents for the desired Lot; two (2) hard copies each in a sealed envelope and clearly marked as EoI and addressed as stated below: Permanent Secretary, Federal Ministry of Budget and Economic Planning, C31010 Adekunle Fajuyi Street, Central Business District, Abuja, clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the designated Tender Box at the Tender Secretariat, Procurement Department, 2nd Floor, Federal Ministry of Budget and Economic Planning, C31010 Adekunle Fajuyi Street, Central Business District, Abuja, not later than 12:00 noon on the 29th of June, 2026. 5. OPENING OF EXPRESSION OF INTEREST AND PREQUALIFICATION DOCUMENMTS The Expression of Interest and Prequalification Documents will be opened immediately after the deadline for submission at 12:00 noon on the 29th of June, 2026 in the Conference Room, (4th floor, Federal Ministry of Budget and Economic Planning, C31010 Adekunle Fajuyi Street, Central Business District, Abuja) in the presence of bidders or their representatives. Please ensure that you sign the EoI submission register in the office of the Director Procurement, as the Federal Ministry of Budget and Economic Planning will not be held liable for misplaced or wrongly submitted bids. 6. GENERAL INFORMATION i. EoI /Prequalification documents must be in English language and signed by an official authorised by the bidder; ii. EoI and Prequalification documents Submitted after the deadline for submission would be returned un-opened; iii. All cost will be borne by the bidders/Consulting firms; iv. Only Shortlisted bidders/consultanting firms will be Invited at a later date for collection of Request for Proposal and Tender documents ; v. The Federal Ministry of Budget and Economic Planning is not bound to shortlist/pre-qualify any bidder/consulting firms and reserve the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007 vi. Non-Compliance to any of the instructions listed above will lead to disqualification.
