Tenders are invited for Donor Mapping - PELUM Association. Closing Date: 27 Jun 2026 Type: Consultancy About Mercy Trócaire is the official overseas development agency of the Catholic Church in Ireland. Trócaire was established to express the concern of the Irish Catholic Church for any form of human need, but particularly for the needs and challenges faced by communities in the global south. Together with our partners, we work towards supporting women, men and communities for long-term change. In Ireland, we raise awareness about the causes of poverty through our outreach programmes in the education sector, through parish networks, and through our public campaigns and advocacy work. Background and Context PELUM Association is a regional network of over 280 civil society organizations operating across East, Central, and Southern Africa, working to promote participatory ecological land use management, agroecology, climate resilience, biodiversity conservation, and sustainable livelihoods among smallholder farming communities. Established in 1995, the Association works through country chapters and member organizations to strengthen community resilience, advocate for sustainable food systems, and promote equitable and ecologically sustainable development. With the growing global focus on climate action, biodiversity conservation, sustainable food systems, and locally led adaptation, there is an increasing opportunity for networks such as PELUM Association to strategically position themselves for diversified funding including climate financing opportunities that are in line the agroecology principles. Emerging financing mechanisms related to agroecology, resilience building, food systems transformation, and climate justice present significant opportunities for the Association. At the same time, the donor landscape continues to evolve, with increasing emphasis on localization, consortium-based programming, evidence-based advocacy, systems transformation, and institutional accountability. This necessitates a more strategic and coordinated approach to resource mobilization that aligns organizational priorities with current and emerging donor interests. As part of Trócaires network strengthening initiative, the organisation is seeking a consultant to support PELUM to undertake a donor mapping exercise to identify strategic funding opportunities, partnership prospects, and financing trends relevant to its thematic priorities and regional mandate. The exercise will explore funding opportunities linked to climate financing, agroecology, , biodiversity conservation, and sustainable food systems transformation. The findings from the donor mapping exercise will inform the review and revision of the existing Resource Mobilization Strategy and accompanying Action Plan to ensure they are responsive to the current funding environment, organizational priorities, and the long-term sustainability aspirations of the Association. The exercise will also support PELUM association is developing templates/guidance for developing an organisation capacity statement/s and other communications/materials to support fundraising. Purpose of the Consultancy The purpose of this consultancy is to support PELUM Association in strengthening its strategic resource mobilization and donor engagement approaches through: Conducting a comprehensive donor mapping exercise aligned to the Associations thematic priorities and regional mandate, with a complementary analysis of feasible alternative funding streams (e.g., consultancy and advisory services, fee-based training and learning products, commissioned research/services, and network-based revenue options) that could diversify PELUMs income. Reviewing and revising the existing Resource Mobilization Strategy and accompanying Action Plan based on the findings and recommendations emerging from the donor mapping exercise. Support PELUM association in drafting of innovative, compelling capacity statements that can support proposal/concept development Scope of Work The consultant(s) will undertake the following tasks: Analyse the donor and funding landscape relevant to agroecology, climate resilience, sustainable food systems, biodiversity conservation, and community-led development programming. Map out donor priorities, funding trends, partnership modalities, eligibility requirements, and geographic and thematic focus areas. Identify and profile strategic funding opportunities and climate financing mechanisms relevant to the Association. Identify opportunities for consortium building, strategic partnerships, and collaborative programming. Review the existing resource mobilization strategy and action plan and assess their alignment with the current donor landscape. Revise and strengthen the RM Strategy and Action Plan to improve donor positioning, funding diversification, partnership engagement, and institutional sustainability. Develop actionable recommendations to enhance PELUMs resource mobilization capacity and access to climate financing opportunities. Develop a concise organisational capacity statement and other communications/materials to support fundraising Methodology The consultant is expected to adopt a participatory and mixed-methods approach combining qualitative and quantitative data collection and analysis methods. Inception and document review: undertake a comprehensive review of relevant organizational and external documents. Stakeholder consultation: conduct key informant interviews (KIIs) and targeted consultations possibly with PELUM association secretariat staff, selected country chapters and other relevant stakeholders. Survey: Where necessary, the consultant may administer a short survey targeting selected member organizations and stakeholders to gather additional quantitative data. Strategy review: using the findings from the donor mapping exercise and stakeholder consultations, revise the resource mobilization strategy and action plan. Deliverables The consultant will submit the following outputs: Inception Report: An inception report outlining the methodology and timelines to be submitted within one week of commencing the consultancy. Donor Mapping Report and Database: A comprehensive report (20-30 pages) and annexes that includes: The donor and funding landscape relevant to PELUMs thematic priorities; Key bilateral, multilateral, philanthropic, climate financing, and private sector funding opportunities; Donor priorities, trends, eligibility requirements and funding modalities; Strategic opportunities for partnerships, consortiums, and collaborative programming; Possible entry points for PELUM to access funding from mapped funders. Revised resource mobilization strategy document and action plan. Organisational capacity statement and accompanying communications/materials that can support business development PowerPoint presentation: summarizing key donor mapping findings, funding trends and opportunities, strategic recommendations and revised resource mobilization priorities and action areas. Final Consultancy Report: Summarizing the consultancy process. Timeline The consultancy will span 25 days over a period of two months, starting July 2026. Required knowledge and experience. The consultant/firm should demonstrate: Proven experience in donor mapping, funding landscape analysis, and resource mobilization strategy development, preferably for development or humanitarian organisations Strong understanding of emerging trends, opportunities in climate financing mechanisms and institutional donor landscapes, including bilateral, multilateral, and philanthropic funding streams Demonstrated experience working with regional networks, civil society organizations, and/or thematic alliances. Knowledge of agroecology, climate resilience, food systems, localization, and sustainable development programming. Strong analytical, facilitation, stakeholder engagement, and report writing skills, including experience producing donor-facing, strategic or organisational documents. Experience supporting organizational sustainability, partnership development and/or resource mobilisation processes for NGOs, networks or similar institutions. Advanced degree in development studies, international relations, environmental governance, business development, public policy, or related fields.
