The Subject Of The Public Order Is Subscription Technical Support Of The Information System Implemented In The Structure Of Bulgarian Post Ead, Including The Ibs.Erm.Docs Record Keeping System. An Invitation To Participate In This Public Procurement Is Sent To The Person Who Owns The Copyright On The Software Product, Including Distributing It, Making Updates When The Relevant Legislation Changes, Changing, Developing And Improving It, And Who Has Not Granted Rights To Third Parties (Legal And/Or Physical) To Change Or Develop The Software, Which Is Why The Order Of Award Under Art. 191, Para. 1, Item 2 Of The Civil Code. The Information System Software Product, Including The Ibs.Erm.Docs Accounting System, Has Been Implemented In Fulfillment Of Contract No. 2709/07.11.2011 Between Ib Es Bulgaria Eood And Bulgarian Post Ead. According To The Agreement Between The Parties In Art. 1, Art. 2 And Art. 5, Of The Contract, The Contractor Cedes To The Contracting Authority For Payment The Right To Use The Implemented Information System, Including The Ibs.Erm.Docs Record Keeping System. In Connection With The Above And Due To The Fact That Only The Right To Use An Information System Is Granted, And The Copyright Belongs To The Person To Whom The Invitation Is Sent, Awarding The Public Contract To Another Person Is Impossible.
