The Subject Of The Order Concerns The Performance Of An Expert Opinion On The Facilities Referred To In § 2 Section 1 Point 2) Of The Regulation Of The Ministry Of The Interior And Administration Of July 9, 2025 On The Conditions For Organizing And Requirements To Be Met By Places Of Emergency Shelter (Journal Of Laws Of 2025, Item 932) Along With The Assessment Of The Possibility Of Organizing Places Of Emergency Shelter In Buildings, Referred To In § 2 Section 1 Point 3) Above. Regulation. 3. Expertise On Emergency Shelter Sites Is Intended To Assess The Actual Technical Condition And Installations, As Well As The Suitability Of Facilities That Can Be Used As Shelter In Emergency Situations. When Performing The Service, The Contractor Must Take Into Account In Particular The Following Provisions: 1) The Act Of December 5, 2024 On Population Protection And Civil Defense (Journal Of Laws Of 2024, Item 1907, As Amended); 2) Regulation Of The Ministry Of Interior And Administration Of April 14, 2025 On The Central Register Of Civil Protection And Civil Defense Resources (Journal Of Laws Of 2025, Item 493), 3) Regulation Of The Ministry Of Interior And Administration Of July 9, 2025 On The Conditions For Organizing And Requirements To Be Met By Places Of Emergency Shelter (Journal Of Laws Of 2025, Item 932), 4) Regulation Of The Ministry Of Interior And Administration Of July 1, 2025 On The Method Of Preparing A Collective Protection Facility For Use, Detailed Conditions For The Operation Of Protective Structures, Ensuring Order Within Them And Their Necessary Equipment (Journal Of Laws Of 2025, Item 933), 5) Resolution Of The Council Of Ministers Of May 27, 2025 On The Approval Of The Civil Protection And Civil Defense Program For The Years 2025-2026 (M.P. Of 2025, Item 541). 4. The Expertise Includes At Least: 1) Assessment Of The Technical Condition, I.E. Checking The Load-Bearing Capacity Of The Structure, The Condition Of The Installation, Protection Against External Factors, 2) Adaptation To The Needs, I.E. Determining Whether The Facility Meets The Requirements Regarding The Number Of People It Can Accommodate, Access To Water, Toilets, Ventilation, 3) Adaptation Procedures, I.E. Determining The Scope Of Work Needed To Adapt The Facility To The Role Of A Shelter, E.G. Strengthening The Structure, Installing Additional Devices, 4) Adaptation Costs, I.E.
