Anar for Empowerment and Psychosocial Support Tender Description Terms of Reference for the Development of a Salary Scale, Anti-Fraud and Anti-Corruption Policy, and Data Protection Policy for ANAR ANAR is seeking a qualified consultancy company to develop a Salary Scale, an Anti-Fraud and Anti-Corruption Policy, and a Data Protection Policy. The consultancy company will be expected to ensure that all outputs are comprehensive, practical, compliant with applicable regulations, and aligned with ANARs operational needs, accountability commitments, and strategic priorities. This assignment will be guided by the latest Micro Assessment Report of ANAR for Empowerment & Psychosocial Support, commissioned by the United Nations Childrens Fund. ANAR is a Palestinian non-profit organization registered in Palestine and based in the Bethlehem Governorate. Through its programs and activities, it aims to promote the well-being and psychological resilience of Palestinian children affected by violence and injustice, and to improve their mental health through psychosocial programs and interventions that enhance their emotional and social well-being. ANAR operates its main office in the Bethlehem Governorate, with additional offices in Hebron and Tulkarm. Its field teams are active throughout the West Bank and Gaza, ensuring that services reach intended beneficiaries, and that programs and activities remain effective on the ground. ANAR is committed to providing psychosocial support initiatives tailored to local needs, as well as creative expression approaches that contribute to community development and collective recovery. Through awareness raising, guidance, and mentorship, ANAR seeks to support healing, disrupt cycles of trauma and injustice across generations, and strengthen resilience and hope within the community. Objectives of the Assignment The consultancy company will be responsible for the following tasks: · Develop a Salary Scale that is fair, transparent, aligned with organizational roles and responsibilities, and consistent with applicable labor requirements and market practice. · Develop an Anti-Fraud and Anti-Corruption Policy that establishes prevention, reporting, investigation, and accountability measures in line with recognized nonprofit governance and compliance standards. · Develop a Data Protection Policy that sets out principles, roles, procedures, and safeguards for the secure and lawful handling of personal and organizational data.
