Expression of Interest for Ex Post Evaluation in South Africa (Adaptation Fund) The Adaptation Funds Technical Evaluation Reference Group (AF-TERG) has been conducting ex post evaluations since its first work programme (FY20212023). These evaluations are carried out three to five years after a project closes, recognising that the real effects of climate adaptation efforts often only become visible long after a project ends. The evaluations serve three main purposes: assessing how project outcomes have changed since completion, identifying what factors helped or hindered the sustainability of those outcomes, and analysing how sustained results contribute to local resilience. Gender is a cross-cutting consideration, with evaluations expected to capture differences in vulnerability and how benefits are distributed between women and men. The process is designed to be collaborative, bringing together diverse stakeholders in the design and implementation of each evaluation to ensure both the quality of evidence and strong ownership of findings.
