Tenders are invited for Secure Reconfigurable Software Defined Satellites - Expro+ Objective:To design, develop, implement, test and verify secure reconfigurable technologies needed to support softwaredefined satellites.Description:Europes first commercial satellite capable of being completely reprogrammed while in space are already incommercial use. Such satellites offer unprecedented mission reconfiguration capacity and capabilities(including but not limited to beams reshaping and redirection). In addition, in-flight re-programmabilitycapabilities that will enable avionic platforms to support many missions are also considered. The availability ofsystem-on-chip, powerful micro-controllers and reprogrammable Field-Programmable Gate Array (FPGA)enables a high-level of flexibility while improving the performance of avionic systems.However, all these software defined capabilities and flexibility require to be managed and implemented in asecure way, to ensure that cannot be exploitedby potential attackers to compromise the confidentiality,integrity or availability of the provided services, of the software defined capabilities and of the platform itself.Security measures, including access controls, cryptographic based authentication, software authenticityprotection using digital signatures or other suitable technology, secure booting based on root of trust, user /operator / management segregation, and other, must be implemented.This activity is divided in phases and encompasses the following tasks:Phase 1 (budget: 500 k, duration: 8 months):- Asses the state of the art of software defined satellites technologies and architectures.- Security assessment of the risks of using these technologies and architectures, identification and assessmentof securitytechnologies that can be used to mitigate these risks; identification of suitable products (software /hardware) implementing thesesecurity technologies.- Design a complete secure reconfigurable software defined satellite using the identified security technologiesto address the security risks.- Proof-of-concept development of selected functionalities, demonstration and testing.Phase 2 (budget: 1,500 k, duration: 16 months):- Develop the technologies that will be used for securing the configuration and authenticity of software definedsatellites.- Implement an end-to-end secure reconfigurable software defined satellite.- Test, verify and demonstrate end-to-end secure reconfigurable software defined satellite.
