Request for proposals for Drafting of Two Mitigation Activity Design Documents (MADDs) in Thailand. GGGI Thailand is inviting eligible consulting firms or a consortium of firms to submit their proposals for the following scope of work: Important note: Consultants (in case of consortium, at minimum the lead entity) must be a legal entity incorporated and registered in Thailand and/or able to receive payment in Thailand. Lots and award structure: GGGI intends to procure, under the Supporting Preparedness for Article 6 Cooperation (SPAR6C) program, the drafting of up to two (2) Mitigation Activity Design Documents (MADDs) for selected project activities in Thailand. This procurement is structured in two Lots (Lot 1 and Lot 2), each covering the preparation of one (1) MADD. Bidders may submit an offer for just one Lot, or for both Lots. GGGI reserves the right to award: (i) one contract covering both Lots to a single Consultant/Service Provider; or (ii) two separate contracts to two different Consultants/Service Providers (one per Lot), depending on the evaluation results and the financial bid. Bid submission: Both technical and financial proposals shall be submitted separately per each Lot. The bidders shall indicate which Lot(s) they are applying for. The evaluation of the tenders received will be separate per each Lot. If applying for both lots, proposals should be submitted separately. PROJECT BACKGROUND: SPAR6C is an Article 6 readiness support program led by GGGI and funded by Germanys International Climate Initiative (IKI). In Thailand, SPAR6C activities are implemented in partnership with Kommunalkredit Public Consulting (KPC), which serves as the lead technical partner for the Thailand work package. The SPAR6C program in Thailand supports the Division of Climate Change and Environment (DCCE) and Thailand Greenhouse Gas Management Organization (TGO) through technical assistance and capacity building in the areas of medium- and long-term emissions planning, governance, and mitigation activity development to achieve its market engagement objectives under Article 6 (A6) of the Paris Agreement. ASSIGNMENT OBJECTIVE: This assignment is expected to support SPAR6C Thailand in moving from Article 6 pipeline development towards transaction-ready documentation for potential Article 6 cooperation and shall focus on the preparation of Mitigation Activity Design Documents (MADDs) for the following two projects: 1) Agroforestry and a rice cultivation landscape (Lot 1) 2) Feed additives in cattle farms (Lot 2) For both MADDs (Lots 1 and 2), the main objectives of the assignment are as follows: 1. Develop the MADDs in line with Article 6 of the Paris Agreement as well as with Thailands applicable requirements, guidance, institutional processes, and relevant templates in force during implementation, as communicated by KPC and relevant Thai counterparts. 2. In addition to Thailands domestic Article 6 requirements, the MADD shall, where applicable, reflect additional requirements and considerations arising from Thailands bilateral agreements under Article 6.2 and related buy-side processes (e.g. calls for proposals launched by sovereign buyers such as Singapore). This may include, inter alia, aspects related to eligibility criteria, stakeholder engagement, safeguards, sustainable development considerations, and authorization readiness, as communicated by KPC at the start of the assignment.
