Tenders are invited for Design, Development, and Implementation of an Electronic Training and Employment Portal for the Cultural and Creative Industries (CCI) Sector Al-Nasher Advertising and PR Company announces a tender for the design, development, and implementation of a specialized electronic portal for training and employment in the Cultural and Creative Industries (CCI) sector under the "Sardeyatna" Project. The "Sardeyatna" Project is implemented by the Palestinian Women Association, in partnership with the Arab American University and Al-Nasher Advertising and PR Company, in cooperation with the Italian Agency for Development Cooperation (AICS) and funded by the European Union. Project Background The project aims to empower and employ young female graduates from media, design, and multimedia production disciplines by strengthening collaboration between Palestinian universities, the private sector, and civil society organizations. Its objectives include: Improving employment opportunities and creating sustainable jobs for young women. Establishing a multi-stakeholder institutional framework that enhances employability and career pathways. Engaging graduates from the Cultural and Creative Industries (CCI) sector in skills development programs. Providing paid practical training opportunities within specialized companies. Supporting entrepreneurial initiatives through grant funding. Creating an interactive educational and training platform (academy) supervised by a coordination committee to facilitate dialogue among project stakeholders. Promoting institutional and policy changes that support the integration of women into Palestines cultural and creative industries sector. Eligibility Requirements Al-Nasher invites qualified Palestinian software companies to submit proposals. Applicants must demonstrate: Proven experience in developing electronic platforms. Expertise in Learning Management Systems (LMS). Experience in developing employment and recruitment portals. Capability in delivering advanced digital solutions. Availability of a qualified and integrated technical team. Previous experience implementing similar projects. Proposal Submission Requirements Financial and technical proposals must be submitted in two separate sealed envelopes. The applicants company name must be clearly indicated on the outer envelope. All proposals must be dated. Every page of the proposal must be signed and stamped. Prices submitted must remain valid for at least one month from the proposal submission date. Al-Nasher will not be responsible for any compensation arising from price fluctuations, exchange-rate variations, or similar factors and will only be obligated to pay the contract value. If the selected service provider fails to meet the agreed delivery schedule without written approval from Al-Nasher, the company reserves the right to take appropriate action, including contract termination and recovery of damages resulting from the delay. Financial information must not be included in the technical proposal; otherwise, the proposal will be disqualified. The successful bidder must provide: An original zero-rated tax invoice issued in Euros () in the name of the Palestinian Women Association (the lead project partner). A valid withholding tax certificate. Proposals must be completed using blue ink.
