Star Operates As A Centre Of Excellence In Public Procurement, Delivering Collaborative Frameworks And Compliant Contracting Solutions Aligned To The Principles Of Transparency, Value For Money, And Social Value Maximisation. Star Intends To Make The Resulting Agreement (Open Framework) Available For Use By All Star Member Authorities, And All Contracting Authorities Throughout All Administrative Regions Of The United Kingdom (As Defined By The Procurement Act 2023) This Includes, But Is Not Limited To, Government Departments And Their Agencies, Non-Departmental Public Bodies, Central Government, Nhs Bodies, Local Authorities, Emergency Services, Coastguard Emergency Services, Educational Establishments, Registered Social Landlords And Registered Charities Who Have A Need To Purchase The Above Services.Sourcing Vantage Acts As The Appointed Framework Administrator Under This Arrangement. Together, Star And Sourcing Vantage Deliver A Compliant, And Auditable Procurement Solution For Heat Network Consultancy Services.The Framework Will Cover The Full Range Of Non-Technical And Technical Consultancy Services Across The Full Life Cycle Of Heat Network Projects—From Feasibility And Design To Compliance, Tariff Modelling, Decarbonisation Planning And Futureproofing. The Specification (Document 2) Sets Out The Full Scope, Structure, And Operational Principles Of The Heat Network Consultancy Services Open Framework Agreement. The Specification Is Structured As A Non-Ranked - Two Lot, Covering Non-Technical And Technical Heat Network Services (Containing Sub-Categories),.
