Contract Termination Date: December 15, 2026 Fees: COP 6,000,000 COP 8,000,000 Organization 3IS is an international non-profit organization whose role is to provide information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately provide high-quality, targeted assistance to the worlds most vulnerable populations. 3IS turns data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster and recovery environments, as well as other complex emergency situations and development contexts. Background Colombia continues to face persistent dynamics of internal forced displacement, with significant impacts on receiving urban territories such as Tumaco, where there are high flows of recently displaced population in conditions of vulnerability. These dynamics have highlighted limitations in the institutional capacity to provide a timely, comprehensive, and sustainable humanitarian response. In this context, critical gaps are identified related to the availability and use of information for decision-making, the articulation between humanitarian actors and authorities, and the response capacity in key sectors such as protection, humanitarian assistance, and shelter. The action is part of initiatives aimed at strengthening information management and evidence-based decision-making, promoting better coordination and a more efficient response to humanitarian crises. It also seeks to integrate immediate humanitarian assistance with institutional capacity building at the local and national levels. Leveraging its expertise in humanitarian coordination mechanisms, 3iS seeks to strengthen and empower humanitarian partners, enabling them to optimize tools, technologies, and good practices in information management to respond more effectively to crises. Description of Services The natural person providing these services will be responsible for providing specialized technical services in humanitarian information management, through the design, analysis and presentation of information products that support strategic decision-making. The consultant will be responsible for organizing and developing data collection, processing and analysis processes, ensuring that the products generated are timely, accurate, accessible and understandable for both technical audiences and the general public. In addition, the consultancy contemplates technical articulation with different sectors and humanitarian organizations at the local and national level, in order to facilitate an adequate flow of information, contribute to the visibility of humanitarian needs and strengthen the quality, consistency and impact of analyses, reports and information products related to emergency situations. Activities Planning and Coordination Build the work plan of the consultancy, in technical coordination with the Project Manager (PM) and local coordinator of the strategy, ensuring that it allows for a timely response to requests and requests for information from implementing partners, local authorities and humanitarian actors. Participate in technical meetings convened with 3iS strategic partners, when required, in order to coordinate and plan the requested information products and services. Act as a technical liaison and focal point at the territorial level (Tumaco, Nariño) between local authorities, humanitarian partners at the local level, as well as with international organizations, to facilitate the exchange of data and ensure coherence in information management processes. Ensure the design, implementation, strengthening, and transfer of digital tools for the registration of displaced persons in Tumaco, Nariño hand in hand with local authorities and implementing partners. Create and update periodically as required and with the support of the national data team, an anticipatory analysis model of internal displacement in Tumaco, Nariño. Participate in meetings of the 3iS transversal team and in the knowledge management spaces defined for this purpose. Attend face-to-face spaces when required for the correct execution of information products and services. Carry out field missions, when requested by implementing partners, local and/or national authorities, ELCs or other partners of the humanitarian architecture in Colombia, to contribute to the strengthening of the registration and attention to recent displacements. Information Collection, Processing and Analysis Receive, verify and process informative documentation related to humanitarian situations and emergencies. Compile, cleanse, process and analyse information from existing databases or specifically created in response to requests from implementing partners, local authorities or other strategic partners of the humanitarian architecture at the territorial level. Identify, establish and manage information exchange flows with key actors in the humanitarian system. Apply innovative methodologies, digital tools, including the use of artificial intelligence, data mining, and advanced analytics, to strengthen the processes of analysis, interpretation, and visualization of information. Develop and update databases for the continuous monitoring of humanitarian response. 3. Development and Presentation of Information Products Design reports, analytical reports, and visual products that facilitate the interpretation of data by technical and non-technical audiences. Prepare analyses on humanitarian needs, follow-up on the response and operational capacity of the organizations involved, from a national and territorial perspective. Develop information products in response to the specific requirements of local authorities, implementing partners and other key humanitarian actors. Develop informative documentation products that make visible needs, gaps, and responses in humanitarian emergency contexts. Develop information visualizations and contribute to the updating of informational materials, such as websites, newsletters, brochures or other similar products. Present the information products in technical meetings and coordination spaces with key actors of the humanitarian system. Respond to inquiries from multiple actors, including humanitarian organizations, authorities and other partners, regarding the products and information analysis developed. 4. Monitoring and Evaluation Record, validate and monitor key performance indicators related to information products and services. Ensure the timely delivery of information products in accordance with the agreed work schedule, which must correspond to requests received through EVIDESK or other established channels. Ensure the correct closure and monitoring of requests received through EVIDESK in support of the different coordination structures, implementing partners and local and/or national authorities. Prepare monthly progress reports that include statistical analysis, key findings, and strategic recommendations. Contribute technically to the development and strengthening of monitoring and evaluation strategies associated with humanitarian information management. MINIMUM QUALIFICATIONS: Education Professional with a university degree in statistics, mathematics, data science, economics or related areas. Postgraduate studies or complementary training in data science or related sciences (Desirable) Experience To be eligible, the applicant must have at least three (3) years of proven experience in activities similar to those described in these Terms of Reference, particularly in information management, data analysis, coordination and humanitarian affairs, in emergency or humanitarian response contexts. Experience in: Obtaining, processing and analysing primary and secondary information will be valued; development of analytical processes and writing of technical and informative reports; Development of information management products, such as rapid updates, situation reports, briefing notes, humanitarian alerts and risk analysis; Implementation of digital tools for the registration of beneficiaries in humanitarian contexts and/or in vulnerable situations; Humanitarian operations and humanitarian coordination in the field (desirable); Preparation of analytical inputs or reports for donors and for high-level visits to humanitarian operations (desirable). Technical Skills Experience in the management of information systems and databases applied to humanitarian contexts. Strong competencies in data analysis and interpretation of quantitative and qualitative information. Knowledge of statistical tools for data analysis, such as SPSS, SAS, STATA, R or other relevant packages. Experience in capacity building processes and knowledge transfer to other actors. Knowledge and experience in the use and implementation of digital tools. Knowledge and experience in the use of data visualization tools. Advanced management of office tools, with emphasis on Microsoft Excel. Ability to work under a results-oriented approach, through the fulfillment of objectives, quality standards and management indicators. Experience in the use of humanitarian databases and platforms will be an asset Languages Fluent command of Spanish (spoken and written), intermediate knowledge of the English language (desirable) is required.
