Tenders are invited for Selection of an Experienced Company to Install a Monitoring System with Department of Fisheries Conservation of the General Directorate of Fisheries Announcement Description The Project: (1) Protection and Management of the Mekong River Water Deep Pools in Kratie and Stung Treng Provinces for Sustainable Fisheries Utilization of the Mekong River Member Countries and (2) Promoting an Effective Regional Strategy for Combating Illegal, Unreported and Unregistered (IUU) Fishing) and WW-Cambodia Terms of Reference: A company shall be responsible for setting up a monitoring system to monitor fishing activities and daily dolphin movement within the Kampi dolphin core zone. Specifications of automatic cameras and supporting devices/equipment are listed in table 1. Background During this exchange visit to China from 3 to 9 June 2025, delegation of Cambodia was impressed with a monitoring system to view fishing activities, ship/boat navigation and daily dolphin movement and socialization along the Yangtze River. Monitoring system using a modern camera and a number of supporting equipment/devices, is a key method which can be adapted along the Mekong dolphins range, significantly contributing in showing images of fishing activities, boat navigation across the dolphin core zone and daily dolphin movement. The images obtained enable river guards to provide immediate intervention, which will significantly contribute in reducing cost for daily patrol of river guards. Recognizing a need for installing this software monitoring system, the Department of Fisheries is pleased to announce a selection of an experienced company to bid for installation of this software monitoring system at Kampi modern office in Kampi village, Sambok commune, Chat Borei district of Kratie province. Expected Outputs Invitation to Bid for Selection of an Experienced Company to Install a Monitoring System Career Category: Invitation for Bids Location:Phnom Penh Summary Duty and responsibility In order to install this important system, the company will need to implement series of the activities below: Conduct assessment of Kampi dolphin zone for an installation of server system and cameras Import and deliver material/equipment to Kampi Center Install the server system at Kampi Center and equip cameras with concrete poles on the Mekong River bank within Kampi dolphin zone, using the cameras and supporting devices/equipment listed in the table 1 Provide a training to officials on how to use the server system. The company will have one and a half month to complete the proposed activities above. Deliverables The monitoring system will be equipped at the Kampi center, using the cameras and the supporting devices/equipment with the agreed specification, within the agreed timeframe. Date of completion The company will need one and a half month to complete installation of the monitoring system, starting from 26 June to 6 August 2026. Eligibility At least five-year experience in installation, maintenance and fixing a modern camera.
