The Administrative Needs That Are Intended To Be Met Are The Replacement Of The Existing Artificial Grass, Which Has Reached The End Of Its Useful Life, And The Improvement Of The Conditions Of Use Of Municipal Soccer Fields For Sports Practice, In Exercise Of The Municipal Powers Provided For In Article 25.2.L) Of Law 7/1985, Of April 2, Regulating The Bases Of The Local Regime. The Suitability Of The Contract Is Determined By The Need To Guarantee Adequate Conditions Of Safety, Functionality And Quality Of Sports Practice, As Well As By The Insufficient Municipal Resources To Directly Execute A Service Of This Nature, Taking Into Account Its Technical, Material And Financial Specialization.
