Tenders are invited for Technical Support for Organizational Structuring and Development of the Madaids Association Terms of Reference Santé Sud is an international NGO and a member of Groupe SOS since 2012. It is committed to the right to health for all. Its programs are designed according to a public health methodology based on human rights and gender equality. Since 1984, Santé Sud has worked by strengthening the capacities of local partners rather than replacing them, ensuring access to quality healthcare. Its partners include health system stakeholders (public health authorities, primary and referral healthcare services), local authorities, civil society organizations working for the right to health, and local populations. Currently, Santé Sud implements projects in West Africa, the Maghreb, Madagascar, and Mayotte, focusing on four thematic areas: Rural healthcare and community health Sexual and reproductive health and rights and gender equality Child health and development Prevention and control of priority and neglected diseases Working in Madagascar for 35 years, Santé Sud currently implements projects centered on deploying community midwives in rural areas. These projects adopt a gender-sensitive approach that considers the specific health needs of women and men and draw on Santé Suds expertise in rural healthcare and sexual and reproductive health and rights. The PluriElles Project for Combating Pandemics and Strengthening Sexual and Reproductive Health and Rights in Rural Areas through an Integrated and Gender-Sensitive Approach, implemented from 1 May 2024 to 31 August 2027, will support capacity-building for 13 established midwives in Analamanga and the installation and training of 30 rural midwives in DIANA. The objective is to provide person-centered and gender-sensitive healthcare services integrating sexual and reproductive health and rights, adolescent and youth health, and the prevention of gender-based violence, HIV/AIDS, tuberculosis, malaria, and cervical cancer in underserved rural areas. The project is implemented in partnership with the Malagasy NGO MADAIDS Network. Established in 2007, MADAIDS is a national network of Malagasy associations engaged in HIV response, multi-disease prevention, and sustainable development through capacity building, intervention coordination, and human rights advocacy. MADAIDS brings together community actors from all 22 regions of Madagascar and works to improve care and well-being for people living with HIV while promoting safer behaviors among vulnerable populations, including people living with HIV, youth, sex workers and their clients, men who have sex with men, people who inject drugs, and prisoners. Through PluriElles, MADAIDS and two regional member associations (FIFAFI Analamanga and FIFAFI DIANA) will strengthen their organizational capacities, develop a gender strategy promoting equality between women and men, and expand integrated HIV prevention activities in rural areas alongside broader health and reproductive rights initiatives. Under the supervision of the Madagascar Operations Manager, the technical service provider will support MADAIDS and FIFAFI Analamanga and Ambanja/DIANA in strengthening their: Strategic planning capacities Organizational and operational capacities Resource mobilization capacities The service provider will also contribute to strengthening the internal structure and capacities of the three organizations based on a capacity-building plan developed in 2023.
