Jul 2026 Intervention Sector(s): Infrastructure & Services Rehabilitation Remuneration range: > 6000 (USD) Duration of Contract: Six Months PROJECT BACKGROUND Funded by AFD the French Development Agency and the Denmarks development cooperation, HARETNA project is developed and implemented by COSV (Coordinamento Delle Organizzazioni Per Il Servizio Volontario), in partnership with COSV, TEC (Tripoli Entrepreneurs Club), and RDFL (The Lebanese Women Democratic Gathering). The project aims to promote economic recovery in three urban neighborhoods in Lebanon and to reduce gender inequalities through strengthening social cohesion, improving access to essential services, protecting human rights, and improving livelihoods. The project utilizes a community-driven neighborhood approach that empowers citizens to present their own solutions and suggestions for the urban recovery of their neighborhood. A major component of the project, led by COSV and partners, is to establish community centers to provide a safe and secure space for the community members to meet and perform guided activities that can bring social cohesion and upskilling opportunities. Thus, COSV is seeking qualified and experienced service providers to submit proposals for the rehabilitation of the Municipality Building and the public park in Hay El Taamer in Saida. This intervention aims to improve the functionality, safety, and structural integrity of the facility, ensuring it can adequately serve as a community center for the community members living in the area. Scope of Work The rehabilitation works are expected to include, but are not limited to: Structural repairs and reinforcement Interior refurbishment (walls, flooring, ceilings) Electrical and mechanical system upgrades Plumbing and sanitary works Roof repair or waterproofing Painting, finishing, and general restoration Accessibility improvements (if applicable) The detailed Bill of Quantities (BoQ) and technical specifications for Al Tammer Municipality building in Saida will be shared upon request. Eligibility and Requirements Interested service providers must: Be legally registered and authorized to operate in Lebanon Demonstrate proven experience in building rehabilitation, renovation, and construction. Provide evidence of previously completed projects of similar scale and complexity Provide at least three CVs of your core team. Have the financial and technical capacity to deliver the work within the specified timeframe Commit to adhering to safety, environmental, and quality standards EXPECTED DELIVERABLES The Contractor shall implement, manage, and monitor the Works in accordance with the approved work program and timeframe specified in this Tender. The Contractor is expected to deliver the following outputs and deliverables related to the activities agreed upon and listed in the BoQ. Method Statements At the early stages of the Contract, the Contractor shall submit detailed Method Statements describing the procedures for executing the Works Method Statements shall: Describe step-by-step construction procedures. Identify potential risks and hazards. Specify safety, environmental, and quality control measures in compliance with COSV requirements and applicable ESMPs Work Program and Schedule The Contractor shall submit a detailed work program and implementation schedule, clearly indicating the sequence of activities, key milestones, and timelines, and demonstrating compliance with the implementation period set for each lot. The work program shall be regularly updated to reflect actual progress and shall be submitted to COSV for review and approval. The Contractor shall also take into consideration any required phase coordination and sequencing of works, including prioritization of primary, secondary, and internal roads where applicable. This methodology shall be fully reflected in the proposed implementation plan. Monthly Progress Reports On a monthly basis, the Contractor shall submit a consolidated progress report including: Summary of progress achieved against the approved schedule. Updated progress charts and photographs. Identification of delays, mitigation measures, and corrective actions. As-Built Drawings Upon completion of the Works, the Contractor shall prepare and submit As-Built drawings reflecting the Works as executed. These drawings shall be submitted in hard copy and AutoCAD formats, duly signed and stamped by the Contractor. Photographic Documentation The Contractor shall submit high-quality photographs documenting: Site conditions prior to commencement of Works. Progress at key construction stages. Completed Works and reinstated surfaces. Final Report Upon the completion of the assignment, the Contractor shall submit a final report including, but not limited to: Scope of Work Method Statement Executed works Environmental and Social Management Plan Challenges Faced O&M Manual as needed As-built drawings As built BoQ Photos Submission Format All deliverables shall be submitted to COSV in the following format: Three (3) soft copies (USB drive). Soft copies shall be of sufficient quality to allow clear printing and archiving. DURATION Starting Date: Upon signature of the contract Implementation End Date: Upon completion of Works and handing over: All work must be finalized within 6 months of contract issuance in Taamir, Saida. Timely completion is critical, and extensions will only be considered in cases of force majeure.
