Expression of Interest for Service Providers - Water and Energy for Food (WE4F). Closing Date: Tuesday, 30. Jun 2026 The Middle East and North Africa (MENA) regions are subject to many challenges including water scarcity, environmental degradation, unemployment, conflicts, and increased migration. Tackling issues in the water-energy-food nexus is imperative to achieve political and social stability, gender equality and inclusion, food security, and sustainable development. Although the regions water-energy-food challenges are severe, they present an opportunity for local innovators to find solutions for the most pressing water and energy issues in food production and agriculture while at the same time countering the effects of climate change and protecting biodiversity. While these challenges pave the path for investment and innovation opportunities, this potential is not yet fully realized. Small growing organizations and firms in MENA in general, and specifically those working in the water-energy-food nexus, require specific support services to unlock such opportunities, scale their solutions and achieve good Environment, Social and Governance (ESG) Impact. These entities require a tailored suite of technology and business services to support them in analyzing the context of the markets that they are operating in, assessing technological trends, developing their business models and determining the organizational structures and strategies needed to prepare them for or to accelerate their growth. Target Innovators of the WE4F 2.0 Programme: WE4F works with entrepreneurship and innovation through the following actors: Established SMEs (and, where applicable, non-profit or academic entities only if they operate through a clearly identified for-profit arm or revenue-generating business line) that are embedded in local value chains and capable of delivering immediate impact through job creation, supply chain strengthening, and improved resource efficiency. These enterprises may not always be technology-led but often demonstrate strong market presence and business model innovations that make local systems more sustainable, inclusive, and resilient. Scale-ups, fast-growing, highly innovative businesses offering disruptive solutions with strong potential for market transformation. These enterprises tend to be younger and carry higher risk but have the ability to quickly reach large numbers of end users, reduce emissions, promote circularity, and improve farmer or consumer incomes. Nascent and underserved contexts, specifically Algeria, Palestine, and Syria. In these countries, eligibility criteria will be relaxed to reflect market fragility, limited donor engagement, and constrained access to finance. Early-stage firms in Syria only, in the water, energy and food sectors. Moreover, innovations supported by WE4Fcould include but are NOT limited to the themes mentioned below: THEME 1: Innovations in food production to reduce water usage THEME 2: Efficient use of water resources for food production THEME 3: Sustainable use of energy and water on farm THEME 4: Energy innovations for food processing & logistics THEME 5: Food production with efficient energy use THEME 6: Leveraging food/agriculture waste for energy THEME 7: Land restoration and prevention of farmland loss THEME 8: Innovations in efficient logistics, food processors aiming at integrating, warehousing, digital access to markets, farm-to-fork applications THEME 9: Innovations in increasing circularity and decreasing waste such as sustainable packaging solutions, recycling of food waste or post consumers waste THEME 10: Innovations in organic farming THEME 11: Wastewater treatment and reuse, water loss reduction, and desalination (innovations outside the agriculture sector is included) Who should apply to join the pre-vetted pool of Service Providers? Registered companies or individuals with experience in offering a variety of services required by innovators and related to the focus areas of WE4F, including but not limited to following service categories: Technical Services Food safety systems design and compliance Quality control and quality assurance systems and lean manufacturing Certification readiness and standards compliance (e.g. ISO, GAP) Process optimization Technical plant design for agri-food processing facilities (including process flow design, equipment specification, layout optimization, utilities planning, and compliance with food safety and hygiene standards) Business & Market Development Strategic development Market assessment and market entry strategy development Feasibility studies Business model design Go-to-market and sales strategy design Supply chain design and optimization Product development and diversification strategy Customer engagement including smallholder farmer integration models Branding Human resources management Agri-food export readiness Financial & Investment Services Financial modelling Business valuation Cash flow optimization and financial planning Carbon credit strategy and monetization advisory Data room development Pitch-deck development and coaching Investment facilitation and brokerage Digital & Innovation Services Web and app development User interface (UI) and user experience (UX) design Search engine optimization (SEO) Digital marketing E-commerce development Software architecture design Process automation and digital integration Environmental, Social and Governance (ESG) Energy and resource efficiency audits and management plans Techno-economic feasibility assessments Climate risk assessment and mitigation planning Biodiversity risk assessment and mitigation planning Environmental and social impact assessment ESG strategy development and reporting systems Organizational development or restructuring Legal and regulatory advisory Partnership mapping and development strategies Water-energy nexus assessments and resource optimization strategies Water efficiency audits and sustainable water management plans Conflict sensitivity assessment and mitigation planning Renewable energy integration and energy transition planning Energy management systems and decarbonization strategies Service providers are expected, where relevant, to integrate good environmental practices and sustainability considerations into all assignments. This includes promoting resource efficiency, pollution prevention, and climate-resilient approaches. In addition, service delivery should adopt inclusive and context-sensitive approaches that actively consider and, where possible, prioritize women, base of the pyramid populations, and vulnerable communities, considering equitable access, participation, and benefits. On top of offering services in one of the service categories listed above, companies or individuals must be registered and have a record in [IB1] at least one of the following countries: Lebanon Egypt Iraq Jordan Morrocco Tunisia Algeria Palestine Syria. Procurement & Assignment Modality All assignments will be awarded through a competitive RFP process among pre-vetted service providers. Process: WE4F defines scope of work RFP is shared with relevant pre-vetted SPs SPs submit technical and financial proposals Evaluation based on predefined criteria Evaluation Criteria for RFPs: Methodology (24%): Offerors capabilities specifically relevant to the scope of work through the Proposal specific features Timely Delivery (8%): Offerors strategy for mobilizing resources to deliver the work within the engagement delivery time period. Project references (3 maximum) (16%): Proven Success Stories. Projects reference in country of focus (8%): Projects Tailored in the Focus Country Quality of CV and Past Experiences (24%): Relevancy of expertise of proposed staff Budget (20%): Specificity and cost-effectiveness of the budget. Pre-Vetting Evaluation Criteria (company) Management Capacity and Profiles (30%) Comprehensiveness of firm/individual profile (including key sectors and services, key geography of operations, headquarters location, year of establishment, organizational structure) Clarification of TA service categories and relevant degree of experience as well as geographies of operations Technical capacity (30%) Level of clarity and detail of the team profiles (Biographies of key personnel with experience in services to be offered) Level of clarity and detail of the services offered (please describe up to 3 main services) Past and Illustrative Performance (40%) Track record in delivering similar services, highlighting key outcomes and efficiency in delivery (at least 3 project references in the last three years) Previous experience in achieving Environment, Social and Governance (ESG) impact criteria is a plus.
