Tenders are invited for Consultancy for Baseline Study - Building Bridges Closing Date: Thursday, 25. Jun 2026 Intervention Sector(s): Human Rights & Protection, Labor & Livelihoods Remuneration range: > 6000 (USD) Duration of Contract: 2 Months Plan International is implementing the regional project Building Bridges: Improving Living Conditions in Lebanon and Syria by Strengthening Resilience, Inclusion and Transitional Development funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) under its Transitional Aid (ÜH) mechanism, in partnership with three partners. The project is implemented from 1 January 2026 to 31 December 2028 in a regional approach in Lebanon and Syria. The project is designed as a regional intervention that responds to the interconnected realities faced by refugees, internally displaced persons, returnees, host communities, and other vulnerable groups across both countries. It combines protection, resilience, livelihoods, social cohesion, and partner capacity strengthening to reduce long-term dependence on aid and support more sustainable, inclusive recovery pathways. The projects overall objective is to strengthen the resilience, self-reliance, and socio-economic stability of vulnerable communities in Lebanon and Syria. The intervention is based on the recognition that crisis-affected populations in both countries continue to face multiple and overlapping challenges, including economic collapse, displacement, weak access to livelihoods, limited services, social exclusion, and rising tensions between communities The project therefore adopts a holistic approach that links psychosocial support, positive coping and preparedness, vocational and life skills development, economic participation, social cohesion, and institutional strengthening. The project is structured around four outcomes. First, children, young people, families, and communities are expected to become better able to prepare for, respond to, and recover from crises in a gender-sensitive and inclusive manner, while relying less on negative coping strategies. Second, women and young people are expected to become more self-confident and to make greater use of economic opportunities to stabilize and improve their income. Third, community members, especially young people and girls from internally displaced, refugee, and host communities, are expected to take collective action for more inclusive communities and stronger social cohesion. Fourth, local partners are expected to improve the efficiency and effectiveness of their needs-based support. These outcomes will be pursued through a combination of direct service delivery, training, community-based action, and partner capacity development. The project targets vulnerable women, men, girls, boys, youth, caregivers, persons with disabilities, refugees, internally displaced persons (IDPs), returnees, and host community members across Lebanon and Syria. The project targets 36,965 direct participants, including 21,863 females, 15,103 males, and approximately 1,848 persons with disabilities, as well as a much wider group of indirect beneficiaries. The project also aims to ensure that girls, boys, young adults, and persons with disabilities are intentionally included across the intervention design and delivery. The baseline study will therefore play a critical role in establishing the initial situation of these target groups and generating benchmark data for the projects outcome indicators across both countries. Purpose The purpose of the baseline is to establish a benchmark for the projects outcome indicators at the start of implementation and to generate an evidence base on the initial conditions, risks, and barriers affecting the intended target population in the project areas. The study will establish benchmark values at the level of the intended target population in the intervention areas using vulnerability-based sampling criteria. These benchmarks will inform implementation planning, future comparison with project monitoring data, midline review findings and final evaluation results.
