Date Added: June 8, 2026 Deadline: 22/06/2026 Category: Consultancy END OF PROJECT ASSESSMENT ACCELERATING INCLUSIVE SANITATION AND HYGIENE ECONOMY IN BAUCHI STATE, NIGERIA About the Project Since September 2024, WaterAid Nigeria, with funding from the Sanitation and Hygiene Fund (SHF), has been implementing the project Accelerating Inclusive Sanitation and Hygiene Economy in Nigeria across four Local Government Areas of Bauchi State Toro, Bauchi, Ningi, and Katagum. The 30-month project (20242026) aims to scale up household sanitation and hygiene services in cholera hotspots and is targeted to reach over 900,000 people with direct access to sanitation and hygiene. The project is led by the Federal Ministry of Water Resources and Sanitation in an advisory and coordinating capacity, with implementation supported by Bauchi State Government, LGA WASH departments, civil society organisations, community structures, women and youth groups, and Sanivation as a sub-contractor providing City-Wide Inclusive Sanitation (CWIS) and waste-to-value analytical services. Purpose of the Assignment WaterAid Nigeria seeks to engage a qualified consultant or consultancy firm to conduct an End of Project Assessment that will: Assess the extent to which the project achieved its intended objectives, outcomes, and SHF targets, with comparison against baseline findings. Evaluate the effectiveness, relevance, efficiency, coherence, value for money, sustainability, and potential impact of project interventions including market-based sanitation, CWIS, and faecal sludge management (FSM) approaches. Document lessons learned, good practices, innovations, and implementation challenges. Generate evidence-based, actionable recommendations to inform future programming, policy engagement, and scale-up of inclusive sanitation economy interventions in Nigeria. Scope of Work The assessment will cover the four target LGAs (Toro, Bauchi, Ningi and Katagum) and will assess project performance against the OECD-DAC and WaterAid Evaluation Criteria: Contextual Relevance, Results, Quality, Coherence, Value for Money, Transformative Change and Sustainability, and Learning, Inclusion and Adaptive Management. The consultant will be expected to apply a mixed-methods approach, including: Quantitative household and community surveys to measure changes in WASH access, usage, and practices. Qualitative methods Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) with communities, government stakeholders, private sector actors, and partners. Desk review and infrastructure review of sanitation facilities for functionality, quality and maintenance. Case studies documenting success stories, learnings and best practices. Prepost analysis comparing baseline and endline outcomes. Expected Deliverables A comprehensive End of Project Assessment Report with findings, conclusions and evidence-based recommendations. Practical and actionable recommendations to inform future WASH programming. Documentation of scalable models, innovations, and best practices for replication. Learning products aligned with the projects learning objectives. Consultant Requirements The consultant or consultancy firm must demonstrate the following qualifications and competencies: Proven experience in conducting WASH-related evaluations, assessments or research assignments, preferably within the sanitation value chain. Demonstrated technical expertise in both qualitative and quantitative research methodologies. Strong understanding of the Bauchi and Nigeria WASH sector, including governance frameworks, institutional arrangements and community systems. Excellent analytical, report-writing and presentation skills. Demonstrated advanced competency in using the mWater data management platform. Evidence of previous work on WASH projects. Demonstrated commitment to ethical standards, safeguarding and responsible research practices. Ethics and Safeguarding This assessment will be conducted in line with WaterAids Global Evaluation Policy, Child Safeguarding Policy, and Code of Conduct. The selected consultant will be required to participate in a mandatory safeguarding briefing prior to fieldwork, obtain informed consent from all participants, ensure confidentiality and protection of vulnerable groups, and immediately report any safeguarding concerns through established mechanisms.
