Deliveries shall take place to multiple governorates across the West Bank as instructed by PROSPER. Quantities indicated in Annex 3 are estimated only and do not constitute a purchase commitment by PROSPER. Annex 3 includes two separate pricing categories for each item: one for quantities up to a specified threshold and another for quantities above that threshold. 2 This structure is intended to allow bidders to provide different unit pricing based on quantity ranges where applicable. However, bidders may quote the same unit price for both quantity ranges if they consider it appropriate. PROSPER reserves the right to award one item, multiple items, or full tender to one or multiple suppliers. Partial bids are permitted. 2.2.Clarification of Bidding Documents Bidders requiring clarification regarding this ITT shall submit their questions in writing by email to
