Background Justice without Frontiers (JWF), a dynamic active local non-governmental juristic organization founded in Beirut in 2005, is deeply committed to championing human rights, justice, democracy, peace, and the rule of law. Over the last decade, JWFs impactful work has addressed crucial initiatives, from addressing Sexual and Gender-Based Violence (S/GBV) to empowering womens access to justice, advocating for marginalized individuals, combating human trafficking, and more. This consultancy is conducted under the project Together for Access to Justice. This project is part of the Expertise France - Women Empowerment Hub in Lebanon (WE-HUB), financed by the Neighborhood, Development, and International Cooperation Instrument (NDICI-Global Europe) under the European Commission. 2. Purpose of the Consultancy JWF is seeking a qualified consultant with strong legal expertise to develop the content of a booklet focused on: Legal procedures relevant to women in emergency contexts in Lebanon; Challenges women face in accessing justice and legal protection during emergencies; Available legal and protection mechanisms, services, and referral pathways; Practical and simplified legal guidance tailored for vulnerable women and humanitarian actors. The consultant will work closely with the JWF team to ensure the content is accurate, relevant, gender-sensitive, and adapted to the Lebanese legal and humanitarian context. 3. Scope of Work The consultant will be responsible for: Conducting a desk review of relevant Lebanese laws, legal procedures, and emergency-related protection frameworks affecting women; Developing user-friendly and accessible booklet content in coordination with the JWF team; Identifying key legal challenges women face during emergencies, including barriers to accessing justice and services; Integrating practical legal guidance, referral information, and protection considerations; Ensuring the content reflects humanitarian principles, gender sensitivity, and protection standards; Participating in coordination meetings and incorporating feedback provided by JWF; Reviewing and finalizing the booklet content based on feedback from JWF. 4. Deliverables The consultant is expected to deliver: One complete draft of the booklet content in English and/or Arabic; Revised version following feedback from JWF and Partners; Final validated content ready for design and printing. 5. Required Qualifications and Experience The consultant should meet the following criteria: University degree in Law, Human Rights, Gender Studies, or related field; Strong legal expertise related to womens rights, protection, and access to justice in Lebanon; Demonstrated experience working in emergency and humanitarian contexts; Previous experience working with NGOs, humanitarian organizations, or protection programs; Proven experience in developing legal, awareness, or educational content/publications; Strong understanding of gender-sensitive and survivor-centered approaches; Excellent writing and analytical skills in Arabic and/or English. 6. Reporting and Coordination The consultant will work under the direct supervision of Justice Without Frontiers and coordinate closely with the project team throughout the assignment.
