Lot 01 - Double Drum Vibrating Roller (3Ton) (10 Nos) Lot 02 -Double Drum Vibrating Roller (Walk Behind) (15 Nos) Lot 03 - Hydraulic Breaker (02 Nos) RFB No: SLMOI/CRES/CERC/GOODS/ID/NCB/30 MINISTRY OF AGRICULTURE, LIVESTOCK, LAND AND IRRIGATION Climate Resilience Multiphase Programmatic Approach (CResMPA) REQUEST FOR BIDS Contract Title: Procurement of Vibrating Rollers and Hydraulic Breakers for Flood Damage Maintenance. RFB No: SLMOI/CRES/CERC/GOODS/ID/NCB/30 Issued on: June 5, 2026 1. The Democratic Socialist Republic of Sri Lanka has received a loan from the World Bank financing for the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA) and intends to apply part of the proceeds toward payments under the contract 2. The Chairman, Project Procurement Committee, on behalf of Climate Resilience Multiphase Programmatic Approach, now invites sealed bids from eligible bidders for the procurement of vibrating rollers and hydraulic breakers for flood damage maintenance. Delivery period: four months. 3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Banks "Procurement Regulations for IPF" a. The bidder should have at least ten (10) years of experience in selling and providing after-sales services for the proposed same make/brand continuously in Sri Lanka prior to the bid submission deadline. b. The manufacturer should manufacture the same make/brand for a minimum of 20 years. (ii) Specific Experience: The bidder shall demonstrate that, within the last ten (10) years prior to the bid submission deadline, it has successfully supplied at least twenty-five (25) units of double drum vibrating rollers (3 tons) and thirty (30) units of double drum vibrating rollers (walk-behind) of the same make/brand as those proposed for Lot 01 and Lot 02, respectively, and at least four (4) hydraulic breakers of the same make/brand as proposed for Lot 03. (iii) Financial Capacity: a. The minimum required average annual turnover for the successful bidder in the last three years shall be LKR 170 million for Lot 01, LKR 150 million for Lot 02, and LKR 18 million for Lot 03 b. The minimum amount of liquid assets and/or credit facilities, net of other contractual commitments of the successful bidder, shall be LKR 45 million for Lot 01, LKR 40 million for Lot 02, and LKR 5 million for Lot 03. 4. The bidding document in English may be purchased by interested bidders upon submission of a written application to the address below and upon payment of a non-refundable fee of LKR 25,000.00 from June 5, 2026 to June 30, 2026 between 9:00 a.m. and 3:30 p.m. on any working day. Payment must be made in cash. 6. Bids must be delivered to the address below on or before July 3, 2026 at 2:30 p.m. Electronic bidding is not permitted. Late bids will be rejected. Bids will be publicly opened shortly after closing in the presence of the bidders representatives who choose to attend 7. All bids must be accompanied by bid security in the form of a bank guarantee of LKR 850,000.00 for Lot 01, LKR 750,000.00 for Lot 02, and LKR 100,000.00 for Lot 03. 8. A pre-bid meeting will be held at 10:30 a.m. on June 12, 2026, in the conference room at the address given below. 9.
