Expression of Interest for Consulting Services for Development of Studies for Establishment of a Public Securities Trading Floor in the Democratic Republic of the Congo (PADSFI Project) The services under this contract will include, among others: (i) Analysis of the legal and regulatory environment of the DRC in general, and in particular the framework governing the Central Bank of Congo (BCC), the Directorate General of Public Debt (DGDP), and the Directorate General of Treasury and Public Accounting (DGTCP), and proposing amendments where necessary; (ii) Analysis of the Congolese financial market; (iii) Proposal of an approach for establishing a modern trading desk in the DRC aligned with international standards; (iv) Design of a strategic plan for the establishment of the trading desk and estimation of associated costs; (v) Identification of human resource requirements; (vi) Development of a procedural manual governing the operation of the trading desk; (vii) Identification and proposal of changes required in the current information system to ensure optimal operation of the future trading desk; (viii) Identification of hardware and software needs and preparation of technical specifications for their procurement; (ix) Identification of capacity-building needs and development of a training plan for stakeholders of the trading desk; (x) Proposal of an appropriate administrative organization for the proper functioning of the trading desk, taking into account risk management requirements; (xi) Proposal of appropriate office layout arrangements where applicable; (xii) Identification of any other essential requirements for the establishment and effective functioning of the trading desk.
