Scope of work is to support PSV services for all the NMA operations including pipeline flushing and hose change-outs operations Offshore Pipeline Transmix displacement, loading, transportation and offloading to a Nigerian shore offloading terminal to be nominated. Vessel should also be able to perform cargo hose water flush and hose sections change-over. Contractors to fund costs needed to train their Skippers, Deck Officers and Deck Crew to become thoroughly familiar with the EGTL SPM berth pipeline offshore displacement operation. Vessel shall be commissioned and tested offshore at one of NMA SPM oil terminal selected by Company. Operations shall include EGTL Offshore SPM Terminal or any other NMA terminal or location nominated by Company. 3. MANDATORY TENDER REQUIREMENTS: A. NIGERIAN CONTENT: SDWPL is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010. Pursuant to the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the NOGICD Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB). Contractors are required to comply with the provisions of the NOGICD Act and all applicable regulations. The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission. 1. Tenderer to demonstrate that entity is a Nigerian-registered company. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) and other evidence of entitys incorporation, shareholding & ownership structure in Nigeria. Tenderer shall provide evidence of registration on the NCDMB NOGIC JQS and NUPRC. 2. Tenderers shall provide detailed description of the location of in-country committed facilities not limited to administrative office, technical office, and workshop for execution of the work scope. 3. Tenderers shall provide category A or B Nigerian Content marine Vessel certificate (NCMVC) of the proposed vessel (PSV) to be utilized for execution of the contract. 4. Provide a Nigerian Content Execution Plan providing a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that would be involved in executing the work. Also provide details of Nigerian Content focal point or manager 5. Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development, and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s) 6. Tenderers to provide firm commitments with MOAs executed with proposed Nigerian indigenous service providers for the following on-board vessel services: Healthcare services, Cleaning and waste disposal services, emergency response services, security services, maintenance services, catering services, housekeeping and laundry services, Logistics services and petroleum product supply. 5 CLOSE DATE: Only bidders who are prequalified and live with NJQS Product/Category 3.08.01 (Tugs/ROV Support / Diving Support Vessel) in categories A, B, C, D and U by 16:00 Hours, June 18, 2026, being the advert close date and time shall be invited to submit technical bid.
