Tenders are invited for Provision of Deepwater Well Intervention Services. Date Added: June 5, 2026 Deadline: 19/06/2026 Category: Oil & Gas 1.0 INTRODUCTION Shell Nigeria Exploration and Production Company Limited (SNEPCo), operator of the Oil Mining Lease 118 (OML 118) on behalf of itself and other Co-Venturers consisting of Esso Exploration and Production Nigeria and Nigerian Agip Exploration Company Limited under a Production Sharing Contract (PSC) with Nigerian National Petroleum Corporation (NNPC) hereby invites reputable and competent registered Nigerian companies (NUPRC registered and licensed) with proven experience in the Provision of Deepwater Well Intervention Services (riser-based and riserless) listed in the scope of work below to apply for inclusion into the bid list of the tender. 2.0 SCOPE OF WORK/SERVICE REQUIREMENTS Scope of activities under this contract include the following: Provision of an integrated well intervention vessel to deliver integrated riser-based and riserless deepwater well intervention services in support of SNEPCos planned intervention campaigns. The service will cover all intervention requirements, including but not limited to: Bull Head and Coil Tubing Acid stimulation. Well suspension with Mechanical and/or Cement plug installation. Water shut off. Diagnostics/logging/data acquisition. Subsea tree changeout. 3.0 MANDATORY REQUIREMENTS To be eligible for this tender exercise, interested contractors are required to be pre-qualified as an essential service vendor in any of the following product services: 3.04.01 Drilling Rigs and Production/Drilling Services; 3.04.29 Fracturing Services (Product/Services) category in NipeX Joint Qualification System (NJQS) database. Only successfully pre-qualified suppliers in these categories will receive a combined Invitation to Technical and Commercial Tender (ITT). To determine if you are pre-qualified and view the product/service category you are listed for: visit https://vms.nipex.org/login and access NJQS with your login details. Click on the Subscription tab on the left-hand side of the dashboard to view your status, and click on the Product Code tab to view registered product codes.. To qualify you must have Category A NIGERIAN CONTENT COMPLIANCE CERTIFICATE (NCCC) issued by Nigerian Content Development and Monitoring Board for Provision of services within these scopes. If you are not listed in the product/service category but you have registered with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) to do business in the Nigerian Oil & Gas Industry, contact the NipeX administration office at Post Square Towers, 1, 3 Ologun Agbaje Street, Off Adeola Odeku Street, Victoria Island, Lagos, Nigeria with your NUPRC certificate as evidence for verification and necessary update. To initiate the NJQS pre-qualification process, access www.nipex-ng.com, click on the Registration tab, and select NipeX SAP Ariba Vendor Registration. To be eligible, all tenders must comply with the Nigerian content requirements in the NipeX system. 4.0 NIGERIAN CONTENT REQUIREMENTS SNEPCo is committed to the development of the Nigerian Oil and gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development. Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and also provide the following requirements: 1. Demonstrate that entity is a Nigerian registered company with greater than 51% Nigerian shareholding structure. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entitys incorporation, shareholding & ownership structure in Nigeria. 2. Bidders shall provide evidence of 1,2,3, 4 or 5 Service and Support group NCEC demonstrating ownership of equipment to execute deepwater well intervention services. 3. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume. 4. Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s). 5. Tenderer shall provide Location of in-country facilities (not limited to administrative office) to execute the work scope. 6. Tenderer shall (via a letter of undertaking utilizing its letter headed paper) commit to: Complying with the latest approved version of NCDMB HCD guideline to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s). 7. Tenderers shall provide evidence of Valid Category A, B, or C Nigerian Content Marine Vessel Certificate (NCMVC) for Integrated Deepwater Intervention Unit (and any other vessels to be deployed in support of this tender) to be utilized in execution of the work scope. In line with the NOGICD Act, deduct 1% NCDF for every subcontract to be issued on the contract and remit same to NCDMB. Tenderer shall ensure that the 1% NCDF for all subcontracts must be priced into the commercial submission to be submitted to Operator. 5.0 CLOSING DATE Only Tenderers who are LIVE and pre-qualified with the relevant NJQS Product above in all categories as at 19th of June 2026, 16:00 hrs being the advert close date, shall be invited to submit combined Technical and Commercial bids at the same time.
