Tenders are Invited for Management, Coordination and Supervision of the Rehabilitation of the CochimíEs Sewer Main in the Kino, Guaycura and Baja Maq El áGuila Subdivisions in the Municipality of Tijuana, Baja California And Rehabilitation of the Colinas De La Presa Sewer Main in the Municipality of Tijuana, Baja California The local water utility, Comisión Estatal de Servicios Públicos de Tijuana (CESPT or the Executing Agency), has received a grant from the North American Development Bank (NADBank) through its Border Environment Infrastructure Fund (BEIF), which is funded by contributions from the U.S. Environmental Protection Agency (EPA), as set forth in Grant Agreement BEIF BC1327, to finance part of the costs associated with the Wastewater Collection Improvements Project in the Tijuana River Area of Tijuana, Baja California (the Project). CESPT intends to contract the services of a consulting firm to carry out the following tasks: Management, coordination and supervision of the rehabilitation of the Cochimíes sewer main in the Kino, Guaycura and Baja Maq el Águila subdivisions in the municipality of Tijuana, Baja California and rehabilitation of the Colinas de la Presa sewer main in the municipality of Tijuana, Baja California. The Project consists of replacing 10,884 meters of polyvinyl chloride (PVC) pipeline in 13 components of the wastewater collection system, which are deteriorated and generating untreated wastewater discharges into the Tijuana River through several gates in the concrete canal of the Tijuana and Alamar Rivers. The services will consist of verifying that the construction work is carried out in accordance with the final designs, specifications and established standards, as well as monitoring project performance and the use of funds provided by NADBank. Bidding for contracts financed by NADBank is open to firms from any country. Because the funding for this project is administered by NADBank, the bidding process will be carried out in accordance with its procurement policies and procedures. Companies that have been previously penalized or had contracts cancelled by any public entity are not eligible to participate in the bidding process. Qualified interested companies are hereby invited to submit technical and financial bids in Spanish in a sealed envelope, for a fixed-term, work-order-based contract to carry out the aforesaid services.
