General Procurement Notice for Supervision and control of the solar power plant works GENERAL PROCUREMENT NOTICE (GPN) Country: Republic of Benin Project Name: Benin Electrification Support Project (PAEB), BEN1021 Sector: Electric Energy Financing: Islamic Development Bank (IsDB) Agreement Reference: Framework Agreement dated 24/02/1447H, corresponding to 18/08/2025G The Government of the Republic of Benin has obtained financing in the amount of 32 million euros in the form of a loan from the Islamic Development Bank (IsDB) to finance the Benin Electrification Support Project (PAEB) and intends to use part of this financing to make payments for the acquisition of goods, works and related services and consultancy services required under this project. This project will be co-financed by the Government of Benin in the amount of 1.5 million euros. 1. Project Objectives The Principal Objective of the Project is socio-economic development through the achievement of universal access to electricity service in Benin and more specifically in the targeted areas. The specific objectives of the Project are: (i) increasing the coverage of the electricity distribution network in the rural communes of the targeted areas, (ii) providing connections for households and socio-economic points, and (iii) strengthening the operational capacities of Government bodies in Benin. The project also aims to facilitate the connection of new customers for an amount of 20,000 FCFA, by implementing a policy of staggered payment over time of connection fees. These connection fees have been identified as an obstacle to customer connection in several rural localities. 2. Project Components The project is divided into six (06) components, namely: · Component 1 - Construction of Electrical Distribution Infrastructures and User Connections to the Network: this concerns the complete electrification of 53 border localities, and also provides for the densification and reinforcement of electrification in 78 border localities. In addition, it includes the construction of medium and low voltage electrical distribution networks, the installation of MV/LV substations and efficient public lighting units, the acquisition of connection and metering equipment, and the execution of connection works for households and economic points. · Component 2 - Construction of the new 7.5 MWp Solar Photovoltaic Power Plant at Maria Gleta 2: relating to the construction of a new solar photovoltaic power plant on the site of the existing Maria Gleta-2 thermal power plant. · Component 3 - Additional Studies: consists of recruiting consulting firms to carry out in 85 border localities: (a) feasibility studies and detailed studies, (b) environmental and social impact studies and (c) preparation of a resettlement action plan for the electrification of new localities and the connection of new users to the conventional network. It also includes the recruitment of a consulting firm to prepare the feasibility, preliminary, environmental, and social studies for the new solar photovoltaic power plant at Maria Gleta 2. · Component 4 - Institutional Support: concerns (i) capacity building/training for Government structures and agencies involved in project implementation, (ii) capacity building/training for the direct individual beneficiaries who will be connected to the networks, on productive uses of electricity, communication for behavior change, safe management of electrical installations, fight against fraud and vandalism of installations, and (iii) Organization of a launch workshop and a familiarization visit to the IsDB Regional Office in Abuja. · Component 5 - Project Administration and Management: includes the recruitment of consultants for works supervision, implementation of environmental and social impact mitigation measures, as well as the financial audit of the project. It also includes compensation for project-affected persons, and the operation of the Project Management Unit. · Component 6 - Emergency Intervention Component: of zero value, it is integrated into the Project to allow the use of its current resources to cover emergency intervention activities in the event of disaster, pandemic, major flood, etc. Procurement financed by the Islamic Development Bank will be carried out in accordance with the Guidelines for the Procurement of Goods, Works and related services under Islamic Development Bank Project Financing (April 2019 editions revised in February 2023) and are open to all eligible bidders, as defined in these Guidelines. The procurement of consultancy services will be carried out in accordance with the Guidelines for the Procurement of Consultant Services under Islamic Development Bank Project Financing (April 2019 editions revised in February 2023). The procurement of consultancy services will be carried out in accordance with the current Guidelines for the Procurement of Consultant Services. Specific procurement notices for acquisitions to be made by International Competitive Bidding (ICB) and calls for expressions of interest for international consultancy services will be published as they become available on the IsDB electronic portal, on DgMarket, and in at least one nationally distributed newspaper in Benin. In the case of locally procured acquisitions and national consultancy services, publications will be made as they become available on https://marches-publics.sbee.bj/ and in the public procurement newspapers of Benin. Prequalification of firms is not planned for the contracts.
