Request for proposals for Provision of Cash Based Intervention (CBI) Services IOM Cambodia implements diverse programmes such as support to Recognition of Prior Learning Certification, MPCA, Business Start-up grants and agricultural input kits among other programmes using both in-kind and Cash-Based Interventions (CBI). Assistance is delivered through direct cash and digital payments to meet urgent needs and support local economies, with approaches adapted to feasibility of the modality, community preferences, appropriateness and donor requirements. Cash modalities include shelter, NFIs, Cash for Work, Multi-purpose Cash Assistance, Cash for transportation of returnees, Cash for livelihoods and market-based programs. Emergency responses occur within 24-72 hours, while livelihood support may take up to a month due to coordination needs. Lots for Vetting: In the application process, FSP should submit proposal, as per the operational context in each location that they are able to access. FSPs can submit proposal asper their capacity, coverage and technology. FSPs should submit technical and financial proposal including an area mapping that identifies the province and districts they are applying. Direct cash, cash delivery in transit, cash delivery over the counter including money transfer agents and traders Electronic vouchers and pre-paid card for cash transfer, and Mobile money enrolment and transfer Eligibility The Financial Service Provider should provide detail information on the following: Previous experience on humanitarian cash transfer in partnership with International Organizations, NGOs and UN agencies Experience in working with the UN system in Cambodia Efficiency and effectiveness of the disbursement of beneficiaries including the maximum time between the transfer by IOM to the FSP and the availability of funds to the beneficiaries (in number of days) Plan and capacity to expand the cash transfer services to potential beneficiaries (1,000 beneficiaries per location per day) within an established timeframe (5 days) Having enough liquidity to deliver cash to 1,000 beneficiaries per location per day, equivalent to AFN 20 million within the established timeframe (5 days) Having appropriate, user-friendly and tested technology with alternative mechanisms Security of payments and beneficiaries Accuracy of the accounts, reconciliations and reports of disbursement Usability and ease of use of the mechanism, based on the comments/suggestions from beneficiaries Effective access to financial services by the beneficiaries, considering their specific vulnerability Industry compliance to the national financial service provision Submission Requirements Interested applicants are invited to submit the following in addition to the Required Capacity and Experience mentioned above: For digital payments, conceptual framework with demonstration sessions is required based on request from IOM- How System Works for Cash Transfers through digital payment. Explanation of the FSP suitability and capability for the service including financial liquidity. All examples of previous similar work supported with document- Evaluation reports/ Certification from companies worked with. Expected service charge per transaction with time frame. List of geographic presence and list of planned expansion locations. Required currency for payment and transfer of cash from IOM to FSP.
