Due to security and health conditions, interviews may be conducted remotely online. Mission Languages Languages spoken in the region include: French English Kinyarwanda Kirundi Swahili The evaluation report must be submitted in French. I. Background of the Program Since 2015, SCCF partners in the Great Lakes RegionCaritas Goma and the Diocesan Justice and Peace Commissions (CDJP) of Bukavu, Cyangugu, and Gikongorohave developed collaborative initiatives focused on combating Gender-Based Violence (GBV). With SCCF support, a capacity-building process was implemented in 2019, including: Training partners in Bukavu on data collection methodologies; Developing a harmonized questionnaire translated into local languages; Conducting surveys in Bukavu and Goma (DRC) and Cyangugu and Gikongoro (Rwanda). The findings were subsequently shared with sector stakeholders, communities, and local authorities to improve practices, raise awareness using real-life situations, and encourage collective reflection. This process gradually evolved into a regional program based on: Participatory approaches; Behavioral and mindset change; Collective action. Beginning in 2020, the consortium expanded to strengthen its regional reach. Burundis Episcopal Justice and Peace Commission (CEJP), recognized for its psychosocial support and GBV prevention expertise, joined the initiative. Rwandas national Justice and Peace Commission also joined, giving the initiative national-level reach. The consolidation process continued through 2022 and culminated in a regional workshop bringing together all partners to finalize the intervention framework and content of the regional program to combat domestic and workplace violence against women in the Great Lakes Region. II. Partner Organizations Secours Catholique-Caritas France (SCCF) SCCF is a nonprofit public-interest organization with approximately: 58,500 volunteers 900 employees Its mission is to provide assistance and support, regardless of beneficiaries nationality, philosophy, or religion. Internationally, SCCF operates in 54 countries across: Eastern Europe Asia Middle East Africa Indian Ocean Latin America Caribbean SCCF works through local partners, including: Caritas network members; Church-related entities; Local civil society organizations. Its objective is to support vulnerable populations affected by humanitarian crises, injustice, and climate change while promoting their right to live in dignity. Episcopal Justice and Peace Commission of Burundi (CEJP Burundi) Created in 1999 by the Catholic Bishops Conference of Burundi (CECAB), CEJP Burundi promotes: Reconciliation Justice Peace Since 2019, it has developed community leadership structures to: Raise awareness; Support victims through holistic psychosocial approaches; Prevent sexual and gender-based violence. Caritas Goma Caritas Development Diocese of Goma (CADEGO) is a nonprofit organization established in 1962 and legally recognized through Ordinance No. 0448 of 9 February 2008. It operates in approximately 25,000 km² in eastern DRC, covering: Goma Rutshuru Masisi Walikale Nyiragongo Northern Kalehe Caritas Goma has collaborated with SCCF on GBV issues since 2015. Diocesan Justice and Peace Commission of Bukavu CDJP Bukavu works to: Promote justice and peace; Protect the environment; Uphold human dignity; Combat gender inequality; Promote womens rights and human rights. Its activities include: Women and Peace Dynamics; Human rights; Good governance; Civic and electoral education; Conflict resolution; Natural resources monitoring. Episcopal Justice and Peace Commission of Rwanda Established in 1988 by the Catholic Bishops Conference of Rwanda, CEJP Rwanda coordinates Justice and Peace activities nationally. Its work includes: Gender equality promotion; GBV prevention; Womens empowerment; Increasing mens engagement in gender transformation. III. Program Description Project Overview The Great Lakes Regionparticularly DRC, Rwanda, and Burundihas experienced decades of violent conflict resulting in: Massive loss of life; Forced displacement; Long-term trauma. Within this context, GBV remains a persistent and significant issue. The program addresses the increasing prevalence of violence against women in: Domestic settings; Families; Communities; Conflict environments. The situation has been worsened by humanitarian and health crises since 2020. Although governments recognize GBV prevention as a priority, violence persists due largely to deeply rooted patriarchal norms. The program recognizes that women-focused protection and empowerment initiatives alone are insufficient unless accompanied by: Transformation of power relations; Active engagement of men; Changes in social norms and attitudes. The program therefore seeks to: Transform gender norms; Prevent violence; Address conflict-related impacts; Promote sustainable change at individual, community, and institutional levels. Expected Impact (20222025) Contribute to reducing GBV across the Great Lakes Region through a community-strengthening and sustainability-focused approach. Objectives Overall Objective Local communities in the Great Lakes Region are strengthened to prevent and combat gender-based violence. Specific Objectives SO1: Community attitudes in the Great Lakes Region have changed positively regarding gender equality. SO2: Stakeholders involved in GBV prevention and response are more effective. Program Duration 1 November 2022 31 December 2025 Target Groups Direct Beneficiaries 25,000 women and girls 18,000 men and boys 250 civil society organizations 900 government, community, and religious authorities Indirect Beneficiaries Approximately 200,000 community members. Evaluation Methodology Evaluation Objectives The final evaluation aims to: Assess program impact; Measure results achieved; Identify factors enabling or limiting achievement; Analyze changes generated; Produce recommendations for future programming. Specific objectives include: Assess intervention relevance and indicator achievement; Identify strengths and weaknesses of implementation and sustainability strategies; Review resource utilization and budget efficiency; Analyze community-level transformations and partner practices; Assess governance systems, regional coordination, and collaboration among partners. Scope of the Evaluation Special attention should be given to: The added value of the regional model; Network-based collaboration in conflict-affected and fragile environments. Stakeholders to be consulted include: Program coordination and steering teams; Steering Committee (COPIL); SCCF teams; Partner organizations; Program staff and field agents; Institutional leaders; Beneficiaries; Financial partners; Technical partners; Gender, protection, social cohesion, and peacebuilding actors. "Do No Harm" Principle The evaluation must ensure: Confidentiality and dignity of interviewees; Secure collection, storage, processing, and sharing of sensitive information; Data anonymization; Reduced risk of retraumatization; Voluntary and non-intrusive interview methods; Free and informed consent; The right to withdraw at any time; Compliance with safeguarding and ethical standards. Consultants must clearly explain in their methodology how they will operationalize the Do No Harm principle. Evaluation Process 1. Inception Meeting Held within one week of contract signature to clarify: Context; Objectives; Scope; Timeline; Logistical arrangements. 2. Evaluation Implementation The evaluation must use triangulation through: Document review; Interviews and field visits; Analysis of monitoring and implementation reports. Sampling should include: Women and men beneficiaries; Youth; Displaced persons; Host communities; Persons with disabilities; Program teams; Institutional partners. Remote interviews may be used where necessary. 3. Reporting and Validation Draft Report Preparation and submission of draft findings and recommendations. Review Phase Partners review and provide comments. Final Report Incorporation of feedback and presentation of final findings through an online meeting. Duration and Timeline Maximum duration: 30 days from contract signature.
