Tenders are invited for National Platform Liaison Vietnam Details: RFP_P4G National Platform Liaison Vietnam Event ID 1207087 Event Type RFP Published Date 6/2/2026 RSVP Date 6/13/2026 Questions Deadline 6/13/2026 Status Open Submission deadline 6/20/2026 Description Consultant Position Title: National Platform Liaison Vietnam Manager/Point of Contact: Regional Investment Manager, Asia Consultancy Type: Cost Reimbursement Consultancy Term: 07/01/2026 Through 06/30/2027 Location: Vietnam Dept/Program/Center: Climate Economics & Finance Program Consultant Location: Vietnam (with flexibility for in country and international travel as needed) SUMMARY OF PROCUREMENT WRI intends to award a consultant a 1-year Cost Reimbursement type contract for to lead engagement with the P4G National Platform in Vietnam, coordinate startup partnership support, and contribute to policy ecosystem development aligned with P4Gs objectives. Program Overview P4G supports early-stage climate startup partnerships (partnerships) in emerging markets by helping them become investment ready and scaling their solutions through enabling public-private ecosystems. In Vietnam, the P4G program is working through the National Platform (NP) to identify high-impact startups, remove market barriers, and facilitate partnerships across government, private sector, and civil society to advance goals in clean energy, climate-smart agriculture, food loss & waste, and water resilience. Scope and Schedule of Work 1. Responsibilities & Activities I. National Platform Support: · Activity 1: Actively engage National Platform (NP) co-chairs and their designated staff (focal points) in at least two P4G-related activities per quarter by organizing and facilitating meetings monthly, assigning specific tasks and responsibilities, and tracking their participation and contributions through monthly reports over the next year. · Activity 2: Update and implement the 2026 NP Implementation Plan in conjunction with NP and Hub by completing all planned activities and milestones by December 31, 2026, and · Activity 3: Develop the 2027 implementation plan with input from NP and Hub, finalizing it by December 15, 2026 and update it with each round of partnerships. II. Partnerships: · Activity 4: Oversee existing P4G partnerships in the country by convening monthly update calls and quarterly review meetings and field visits to monitor progress on implementation and collection of data for outcome 2 & 3, address challenges, and ensure alignment with partnership objectives, from July 2026 through June 2027. · Activity 5: Coordinate acceleration events for 1-2 current partnerships by facilitating at least three introductions to relevant ministries and hosting two learning workshops & producing acceleration meeting reports by June 30, 2027. · Activity 6: Support the Hubs fundraising efforts for Phase 3 III. P4G Engagement: · Activity 7: Plan, coordinate, and facilitate all P4G Mission Trips to country including drafting a trip report summary at the end of the visit with key takeaways and next steps from all meetings · Activity 8: Prepare and distribute the bi-annual Partnerships Update Report to NP focal points, embassies, WRI country leaders, and other relevant stakeholders by the end of September 2026 and March 2027, providing comprehensive updates on partnership activities, progress, and upcoming opportunities. 2. Deliverables NP engagement and meeting report · Organize and facilitate monthly meetings, assigning specific tasks and responsibilities, and track the NP participation and contributions · Provide all necessary support to the NP to ensure engagement in P4G meetings, Summits and relevant events. National Platform Gathering Supporting preparation of P4G National Platform Gathering in Seoul, including presentation and coordination Updated 2026 NP Implementation Plan tracking report · Implement the National Platform implementation plan as agreed at the beginning of the year Update the National Platform Implementation plan with each round of partnerships Update the 2026 NPIP with NP 2027 NP implementation plan tracking report Develop the 2027 implementation plan with input from NP and Hub Implement the National Platform implementation plan Update the National Platform Implementation plan with each round of partnerships Partnership Management report Minutes of the monthly update calls with partnerships Execute at least one NP-Partnership kickoff meeting for every new round of funded partnerships. Quarterly review progress reports per partnerships highlighting challenges, and ensure alignment with partnership objectives Arrange quarterly meetings for partnerships to update and discuss ongoing issues with P4G hub Manage partnerships close-outs process Quarterly data reports for outcome 2 & 3 indicators Prepare for partnerships close outs, including conducting pre-audit training, M&E validation, and close out reporting Acceleration and engagement events summary report At least three introductions are made for current partnerships to relevant ministries and host at least two workshops Report to include key areas of discussions during the events, recommendations and action points going forward. Supporting P4G global acceleration events, including research activities and engagement with impact investors Supporting development of P4G Phase 3 Preparing for P4Gs roadmap workshop and leading the development for P4Gs roadmap workshop Supporting P4Gs roadmap follow ups and fundraising activities by identifying relevant stakeholders and propose collaborations Engagement with the NPs and relevant stakeholders to secure support for development of P4G Phase 3 P4G Hub mission trip report Detailed mission trip itinerary including all relevant meetings with government officials and partnerships field visits. Coordinate and facilitate P4G Mission Trip with relevant stakeholders. Trip summary report with a clear action plan on the way forward. Partnerships Update Report Prepare and distribute the bi-annual Partnerships Update Report to NP focal points, embassies, WRI country leaders, and other relevant stakeholders providing comprehensive updates on partnership activities, progress, and upcoming opportunities. Consultant Qualifications -Bachelors degree in business, finance, economics, environmental sciences, public administration, or a related field. Masters degree preferred. -34 years experience in program coordination, stakeholder engagement, or project support (preferably in sustainability or enterprise development). -Understanding of South Africas climate or innovation landscape. -Good organizational, communication, and reporting skills. -Ability to manage multiple tasks and work collaboratively with diverse partners. - English language fluency Evaluation and Selection The following elements will be the primary considerations in evaluating all applications submitted in response to this posting: -Relevant Experience: Experience providing coordination, administrative, or stakeholder-support functions, preferably within programs involving small businesses, partnerships, or development activities in South Africa. -Understanding of the Role: A clear and practical description of how the applicant understands the responsibilities and how they would support core coordination, follow-up, and basic reporting tasks. -Collaboration and Communication: Demonstrated ability to communicate clearly, work with a range of stakeholders, and maintain organised and timely documentation. -Cost Effectiveness: The proposed daily rate and expected level of effort are reasonable and align with the scope of work. -Practicality and Suitability: The applicants overall approach is realistic, feasible, and shows an ability to deliver tasks in a reliable and responsible manner. The consultant offering the best overall value will be selected. For this position, price and non-price aspects are considered to be of approximately equal importance.
