Expression of Interest for Recruitment of a Consulting Firm to Conduct a Study Identifying the Service and Product Needs of Mining Companies and Large Enterprises Subject to the Local Content Law for the Benefit of the National Directorate for Small and Medium Enterprises (Dnpme) Project Objective The overall objective of PADIRPME is to strengthen the capacity for steering and operational implementation of Guineas industrial policy. Specifically, the project will support: Improvement of planning, coordination, and monitoring capacities for industrial development; Strengthening of service provision; and Strengthening of the demand side. 3. Scope of Services The consulting firm will be required to: i. Collect all information related to the service and product needs of mining companies and large enterprises subject to the local content law; ii. Design a database listing the service and product needs of mining companies and large enterprises subject to the local content law; iii. Conduct a diagnostic study of local MSMEs to identify weaknesses in their operations and in the quality of their products and services; iv. Develop a database addressing requirements related to qualified human resources and raw material supply; v. Propose a capacity-building plan to enhance the competitiveness of local MSMEs; and vi. Establish a monitoring and evaluation (M&E) system. 4. Eligibility and Qualification Requirements The Project Coordination and Implementation Unit (UCEP), acting on behalf of the Ministry of Industry and Commerce (MIC), invites eligible and qualified consulting firms to express their interest in providing the above-mentioned services. Interested consulting firms must provide information demonstrating their qualifications and experience, including: Company documentation and profile; General experience; References for similar assignments; Experience in comparable missions; and Any other information demonstrating their capability to perform the assignment. Consulting firms must submit all information in French demonstrating their qualifications and experience. Firms may form joint ventures or associations to enhance their chances of qualification.
