Jun 2026 Intervention Sector(s): Infrastructure & Services Rehabilitation Remuneration range: > 6000 (USD) Duration of Contract: Four Months Funded by AFD the French Development Agency and DANIDA the Denmarks development cooperation, HARETNA project is developed and implemented by NRC (Norwegian Refugee Council), in partnership with COSV, TEC (Tripoli Entrepreneurs Club), and RDFL (The Lebanese Women Democratic Gathering). The project aims to promote economic recovery in three urban neighborhoods in Lebanon and to reduce gender inequalities through strengthening social cohesion, improving access to essential services, protecting human rights, and improving livelihoods. The project utilizes a community-driven neighborhood approach that empowers citizens to present their own solutions and suggestions for the urban recovery of their neighborhood. A major component of the project, led by COSV and partners, is to establish community centers to provide a safe and secure space for the community members to meet and perform guided activities that can bring social cohesion and upskilling opportunities. Thus, COSV is seeking qualified and experienced service providers to submit proposals for the rehabilitation of two halls in the Municipality Building in Mina. This intervention aims to improve the functionality, safety, and structural integrity of the facility, ensuring it can adequately serve as a community center for the community members living in the area. Scope of Work: The proposed work includes four main categories: First, architectural and finishing works such as polishing existing flooring, painting walls and ceilings, repairing wooden doors, reinforcing aluminum doors, installing window mesh protection, upgrading electrical cable management systems, and replacing lighting fixtures with energy-efficient LED panels. Second, the project includes the installation of heating, ventilation, air-conditioning (HVAC), and audiovisual systems, including split air-conditioning units, projectors, projection screens, and sound systems to ensure a comfortable and fully equipped environment for community events and training activities. Third, furniture and fixtures will be provided, including meeting room chairs, storage cabinets, and a U-shaped meeting table for conference and workshop purposes. Finally, minor sanitary and maintenance works are included to improve the overall functionality and usability of the facility. The ground floor focuses primarily on rehabilitation, refurbishment, and equipping a large multi-purpose hall and meeting spaces, while the second floor emphasizes the establishment of additional training and meeting rooms through the provision of furniture, audiovisual equipment, air-conditioning systems, lighting improvements, curtains, and window repairs. The detailed Bill of Quantities (BoQ) and technical specifications are shared as per your request. Eligibility Criteria: The bidder must be a legally registered company. Lebanese companies must provide their legal documents (registration and the MOF number). A minimum of three years relevant experience in the field of rehabilitation and construction. The bidder must submit a complete technical and financial proposal in accordance with the RFQ instructions once provided. The bidder must be able to provide CVs of all proposed key personnel. The bidder must submit signed and stamped integrity, security, and undertaking declarations once provided. The bidder must comply with anti-corruption, anti-money laundering, ethical, environmental, and social responsibility standards.
