Lebanon continues to face a protracted economic and financial crisis, which has been compounded by the aftershocks of conflict in late 2024, further undermining the food security of Lebanese residents and refugee populations. While hyperinflation has softened from its previous peaks, persistently high food prices remain a primary driver of food insecurity. As of September 2025, the year-on-year food inflation rate stood at 23.9%. Along with inflation, currency depreciation, income losses, damaged infrastructure, and significant cuts to humanitarian food assistance continue to negatively impact the capacity of different population groups to access food. According to the latest Integrated Phase Classification (IPC) analysis, it was projected that between July and October 2025, about 1.24 million people (including Lebanese, Syrian refugees, and Palestine refugees) would face acute food insecurity and be classified in IPC Phase 3 or above (Crisis or worse). This corresponds to 23% of the analyzed population, an increase from the 19% recorded in the October 2023 March 2024 period. This crisis has disproportionately affected the agricultural sector, exposing a systemic vulnerability: Lebanons critical over-reliance on expensive, imported agricultural inputs, especially wheat seeds. This import dependency strains national food security, reduces farmer resilience, and hinders access to locally adapted, high-yield seed varieties. The Lebanese Agricultural Research Institute (LARI), the public institution mandated to produce certified seeds, is a critical national asset for food sovereignty. However, its national seed program has stalled due to a lack of public financing, creating a critical gap in the domestic food system. Within the framework of the Food Security Project, UNDP aims to strengthen the institutional capacity of the Lebanese Agricultural Research Institute (LARI) to enhance its operational efficiency, management systems, and service delivery. To achieve this, UNDP seeks to equip LARI staff with the necessary managerial, financial, and logistical skills through a comprehensive capacity-building programme. The training will target key personnel involved in management, finance, and operations, ensuring they acquire practical competencies to support effective project implementation, resource management, and decision-making. Accordingly, UNDP intends to engage a specialized consultant to design and deliver tailored training modules, conduct needs assessments, develop relevant materials, and evaluate the learning outcomes to ensure measurable improvements in LARIs institutional performance. Objectives The objective of this consultancy is to provide technical expertise to support the preparation of tender documents and the technical evaluation of agricultural machinery and spare parts procurement under the UNDP Food Security Project for LARI. Specifically, the assignment aims to ensure: Development of clear and compliant technical specifications aligned with LARIs needs and international standards Conduct of accurate and transparent technical evaluations of submitted bids Verification of quality, compliance, and compatibility of equipment and spare parts. Scope of work UNDP is seeking a Short-Term Individual Consultant to provide technical expertise for LARIs agricultural mechanization. The consultant will update spare parts tender documents to ensure fleet compatibility, conduct comprehensive technical evaluations for the procurement of new machinery, and evaluate bids for spare parts. The expert will ensure all technical specifications meet operational requirements and provide final recommendations to ensure the efficiency and sustainability of LARIs agricultural equipment. A. Update Spare Parts Tender Documents Review existing inventory lists and technical specifications for agricultural machinery spare parts at LARI stations. Update tender documents to ensure compatibility with specific make and models(e.g., tractors, harvesters). Refine the Bill of Quantities(BoQ) and compliance tables to meet international procurement standards. B. Technical Evaluation for Procurement of New Agriculture Machinery Review all technical bids submitted for the procurement of new agricultural equipment. Validate compliance against mandatory technical specifications(e.g., engine power, hydraulic capacity, safety features). Fill in the detailed technical evaluation reporting with clear justifications for the acceptance or rejection of each bid, in addition to the technical compliance sheet. C. Technical Evaluation for Procurement of Spare Parts Conduct a technical review of bids for spare parts for existing machinery. Verify the technical quality, part numbers, and suitability of the proposed items(OEM vs. equivalent). Assess the delivery timelines to ensure they align with LARIs operational seasons. Fill in the detailed technical evaluation reporting with clear justifications for the acceptance or rejection of each bid, in addition to the technical compliance sheet REPORTING The consultant shall submit task-based reports upon each assignment, which may include: Tasks performed and number of days utilized Technical assessment Equipment and asset validation reports Photo documentation Key findings and recommendations WORK PLAN Given the on-call nature of the assignment: The consultant shall respond to requests within the agreed timeframe Tasks and priorities will be defined by UNDP, following the expected outputs and deliverables EXPECTED OUTPUTS AND DELIVERABLES The consultant is expected to deliver the following outputs: 1-Finalized Technical Specifications and Updated BoQ for Spare Parts Tender: Development and submission of complete technical specifications for agricultural machinery spare parts Updated Bill of Quantities (BoQ). 2-Technical Evaluation Report for procurement of New Agricultural Machinery: Comprehensive technical assessment of submitted bids for the procurement of new agricultural machinery, evaluation based on compliance with technical specifications and requirements. 3-Technical Evaluation Report for Agriculture Spare Parts Procurement: Detailed technical evaluation of bids for the procurement of spare parts for existing agricultural machinery, evaluation based on compliance with technical specifications and requirements. REPORTS VALIDATION MODALITIES UNDP will review and approve submitted deliverables within 57 working days from submission. DELIVERY SCHEDULE Deliverables are linked to specific assignments requested by UNDP, following the expected outputs and deliverables; 1-Deliverable 1: Finalized technical specifications (Within one month from contact signature). 2-Deliverable 2: Technical Evaluation Report for procurement of New Agricultural Machinery (Within three months from contact signature). 3- Deliverable 3: Technical Evaluation Report for procurement for Agriculture Spare Parts Procurement (Within three months from contact signature). INSTITUTIONAL ARRANGEMENTS The consultant will work under the supervision of the UNDP Food Security Project Manager or their designated representative. UNDP will be responsible for providing the contractor with all necessary materials related to the project in a timely thorough and transparent manner. UNDP will be also responsible to provide clarifications and facilitation of the work. All transportation and site logistic costs shall be borne by the expert (inclusive of the monthly remuneration). DURATION OF WORK The consultant will be engaged for 3months(with a total of 10 working days) from the date of contract signature. DUTY STATION Home-based Assignment STANDARD MINIMUM QUALIFICATIONS Education · A minimum of bachelors degree in Agriculture Engineering, Mechanical Engineering, or any other relevant field. · A minimum of 8 years of relevant professional experience in agricultural machinery management, maintenance, or procurement.
