The Main Objective Of This Public Proposal Is To Contract The Service Of Surgical Interventions For Ankle And Foot Fractures, Aimed At The Resolution Of Clinical Cases Corresponding To Deferred Emergencies And Or Waiting List, Prioritizing Comges Patients, Who Require Care In The Shortest Possible Time According To Their Health Condition. In This Context, We Seek To Contribute Both To The Reduction Of Surgical Waiting Times And To The Improvement In The Quality Of Life Of Patients. The Lack Of Timely Treatment Of These Pathologies Can Lead To A Progressive Worsening Of The Structural Damage, Increased Pain, Deterioration Of Locomotor Function And A Greater Likelihood Of Complications; Such As Malunions, Nonunions, Joint Stiffness, Permanent Deformities And Functional Disability. Likewise, The Delay In Its Resolution Can Increase The Complexity Of Future Interventions, Implying Greater Use Of Clinical Resources, Prolongation Of Recovery Periods And A Negative Impact On Both The Quality Of Life Of Patients And The Efficiency Of The Health System. In This Context, This Situation Originates Due To The Limited Availability Of Surgical Pavilions During Institutional Hours, Considering That For This Specialty There Is Only Access To The Central Pavilion On Mondays; Instance In Which The Resolution Of Complex Fractures And Patients On The Comges Waiting List Is Prioritized. This Availability Is Insufficient To Cover The Existing Demand, Especially Since These Spaces Are Preferably Used For More Complex Surgeries And Vital Emergency Care. Consequently, It Is Necessary To Complement The Resolution Capacity Of The Establishment By Contracting These Services. In This Sense, Through This Public Proposal We Seek To Provide A Continuous, Timely And Effective Response To Users Who Require This Type Of Interventions, Contributing To The Reduction Of The Waiting List, Avoiding The Deterioration Of Osteoarticular Pathologies, And Promoting Adequate Functional Recovery. The Above Translates Into A Significant Improvement In The Quality Of Life Of Patients And A Strengthening Of Public Health. Therefore, Through This Agreement We Seek To Provide A Prompt Response To Any Patient Who Requires These Surgeries, Which Will Be Performed In The Establishments Facilities, Outside Of Institutional Hours, And To Beneficiaries Of The Public Health System, In The Best Possible Conditions For Both Parties, As Detailed In The Administrative And Technical Bases, And In Annex No. 1. The Respective Contract Will Be Subject To The Provisions Of Decree With Force Of Law No. 36, Of July 10, 1980. Of The Ministry Of Health And Its Modifications Introduced By Law No. 18,417, In This Sense, The Health Actions Provider Will Be Obliged To Provide On Behalf Of And In The Name Of The Hospital, And Through Delegation, In Accordance With The Requirements Of Inc. 1 Of Art. 2 Of Dfl 3680 To The Beneficiaries Of The Health Benefits Regime Of Law No. 18,469, The Health Prevention, Promotion, Recovery, Protection Or Rehabilitation Actions That Are Tendered By This Act.
