The Acceptance Of The Purchase Order By The Successful Bidder Will Imply Knowledge And Full Acceptance Of The General Administrative Bases, Special Administrative Bases, Technical Specifications, Clarifications, Annexes And Other Background Information That Regulates This Tender. For The Above Reasons And In Accordance With The Provisions Of Law No. 19,886 And Supreme Decree No. 661 Of 2024 Of The Ministry Of Finance, The Reduction Of The Publication Period Of This Tender To Five Consecutive Days Is Justified Because The Object Of The Contract Corresponds To A Supply Of Simple And Objective Specification, Consisting Of Drivers License Forms And Circulation Permit Folios, Whose Technical Requirements Are Clearly Defined And Regulated By The Ministry Of Transport And Telecommunications. Likewise, The Technical Specifications Are Clear, Precise, Uniform And Widely Available In The Market, Allowing Bidders To Adequately Prepare Their Offers Within The Established Period, Without Affecting The Principles Of Free Competition, Equality Of Bidders And Transparency.
